About the job

In this position, you will:

- Manage ministry Integrated Financial Information System (IFIS) and serve as a key liaison between the ministry, Ministry of Finance (MOF) and Ministry of Government Services (MGS) regarding the government's corporate-wide financial system and related financial policies, processes and procedures;
- Provide leadership for the ministry's Chart of Accounts;
- Develop and administer an effective appropriation expenditure and revenue control framework and transfer of information in support of client needs, ministry strategic direction and Central Agency requirements;
- Provide financial advice to senior management in the ministry;
- Assure ministry understanding, participation, compliance and reporting in setting and meeting government-wide financial policies and standards.

What you bring to the team


Financial Skills:

- Demonstrated knowledge of accounting theory and principles, government financial policies and processes, modern controllership principles;
- Proven expertise in planning, managing and leading all programs, initiatives and strategies related to corporate accounting and control. This will include providing expertise, advice and services re the controllership framework and performance reporting systems within a ministry with diverse and complex accounting requirements including revenue generation, transfer payments and special purpose funds;
- Proven skills in business planning and financial management.

Negotiation and Analytical Skills:

- Proven research, issues management, negotiation and analytical skills to identify issues, analyze problems and develop innovative solutions for corporate accounting and control issues affecting all levels of ministry management.

Technical Skills:

- Knowledge of modern I&IT and data/document management concepts and government financial applications such as IFIS, OGFT, OTAR to utilize financial systems in ongoing corporate accounting and control.

Leadership and Communication Skills:

- Proven leadership, management, and relationship management skills to provide leadership to staff and to establish effective business relationships;
- Knowledge of change management principles and project planning to plan and manage large concurrent complex projects during critical ministry change;
- Excellent oral, written and presentation skills to prepare and present reports to senior management including operational policies, research findings and central agency reports.
