The Ministry of Natural Resources, Land and Resources I&IT Cluster, is seeking a dynamic individual to provide expertise in configuration and release management of projects, including system administration of the Ministry's collaborative SDLC environment and related activities spanning multiple technologies and platforms. About the job

You will:

- Lead and provide highly specialized technical support for the technical design, development and implementation of multiple concurrent or sequential multi-tier application development projects;
- Proactively manage artefacts (e.g. requirement, design docs and source code) of software development projects;
- Plan and manage configuration of compiled applications and common components across multiple environments;
- Construct a project-based Configuration Management (CM) plan for traditional and Agile projects;
- Provide highly specialized multi-tier technical application development support, like setting up new and maintenance project repositories and writing build scripts;
- Design software version baseline and release audits to ensure product stability and integrity;
- Support multi-tier applications code quality review by integrating code quality tools like Sonar with version control systems;
- Interact and co-ordinate directly with development teams, ITS, project managers and test teams;
- Perform administrative functions, such as project environment setup (collaborative spce) and user maintenance/administration;
- Oversee and provide user access controls to the collaborative software development environment, including management of user licenses;
- Plan a release to implement change requests and scheduled feature rollout.

What you bring to the team


Technical Skills:

- Knowledge of multi-tier applications and related architectures and technologies;
- Demonstrated experience in setting up and administering software configuration management tools (i.e. IBM Rational Team Concert, Rational Build Forge);
- Technical change and configuration management and release management concepts, protocols and standards (e.g. ITIL), to ensure the integrity of projects through change, configuration and release stages;
- Cluster l&IT plans, project planning methodology and Cluster business, processes and requirements, to recommend multi-tier solutions which promote Cluster/enterprise l&IT strategies and goals while also meeting business needs/priorities;
- Client service techniques to provide users with data, reports, problem resolution, education and information;
- Scripting expertise (e.g. Python, Perl, etc.);
- Experience in software quality management process and related activities;
- Experience in establishing and operating automated build environment with tools such as IBM Build Forge, Hudson, etc.;
- Experience in setting up, configuration and administering integrated software development environments based on the Rational tool suite (i.e. Rational Team Concert, Rational Requirement Composer, Rational Quality Manger, Rational Build Forge).

Analytical and Problem Solving Skills:

- Analysis, reasoning and problem solving to understand technical issues in depth and quickly;
- Assess complex information/systems needs which are very diverse and/or broad in nature;
- Make critical judgments to analyze and evaluate options and develop/recommend l&IT solutions which are cost effective and meet very diverse situations and business needs and enterprise/Cluster requirements.

Written and Oral Communication Skills:

- Written and oral communications to write, explain and present very complex technical concepts, processes, options, reports and recommendations for decision-makers.

Leadership Skills:

- Demonstrated leadership and interpersonal skills to lead multi-disciplinary teams; discuss and develop support for recommended approaches to achieve approved business goals.
