An exciting opportunity exists within the Ministry of Community and Social Services and the Ministry of Children and Youth Services for a highly motivated, results-oriented individual to lead the planning, resource management and project leadership of community transfer payment/municipal services for the region.

About the job

As a key member of the senior regional management team, the incumbent will:

• Manage the development and ongoing monitoring of the region's direct service programs and transfer payment service system.
• Plan and forecast resource requirements to implement service delivery needs operationalize strategic direction and long term plans.
• Provide leadership to service system management.
• Monitor performance standards and compliance with legislation and service delivery requirements; supervise staff.

LEADERSHIP:

• You have knowledge of and experience with the theories, practices and administration of social service delivery systems to provide leadership to the development and ongoing monitoring of the Region's direct service programs and transfer payment system.
• You have demonstrated skills in managing financial budgets and human resources, including labour relations issues.

PROGRAM DELIVERY KNOWLEDGE:

• You have knowledge and understanding of policy and program planning, analysis and development techniques and methods.
• You have demonstrated skills working with complex legislation, regulations, directives and guidelines to deliver varied programs and services in a fluid service and financial environment.

STAKEHOLDER RELATIONS:

• You have experience building and maintaining relationships across the organization as well as external partners in order to gather input and build consensus and deliver on priorities.
• You have good judgement and political acuity to deal with highly visible, complex and politically sensitive issues.

COMMUNICATION SKILLS:

• You have demonstrated written, oral and interpersonal skills to engage staff, negotiate expectations/services/resources with other ministries, third party delivery agents and others.
• You have experience preparing submissions, briefing notes and a variety of correspondence for the senior management group.

STEWARDSHIP SKILLS:

• You have proven analytical, problem solving and negotiating skills including ability to assess and provide associated risk management recommendations.
