The Contracts Office, Central Region seeks an individual to supervise the review of construction and maintenance claims and other changes to contract documents submitted by contractors engaged in capital contracts and maintenance work.
About the job
You will:
• Undertake a thorough analysis of claims
• Direct Claims Analysts' activities
• Determine the validity of the principle and quantum of claims
• Make recommendations for settlement to the manager
• Negotiate with contractors
• Work with a minimal level of supervision.
What you bring to the team
Technical Knowledge:
• You have knowledge of interpreting and applying highway engineering, construction and maintenance principles, practices, policies, specifications and standards
• You have knowledge of relevant legislation to understand/ assess actual or perceived changes to contractual requirements
• You have knowledge of construction industry, contractor-engineering methods, estimating techniques and bidding procedures
Group Leadership, Planning and Supervisory Skills:
• You are able to direct the activities of subordinate staff, set objectives, control workflow, monitor work quality, and provide training and guidance to staff
Communication and Interviewing Skills::
• You can deal with all parties involved with the submitted claims
• You are able to prepare technical reports, recommendations and rationale statements
• You have interviewing skills to obtain pertinent information from individuals who may have knowledge relevant to a claim issue under review
Analytical, Investigative and Problem-Solving Skills:
• You are able to coordinate and conduct investigations into complex claim issues, identify legal and ministry policy implications, determine validity and recommend solutions to resolve claims
Consultation, Negotiation, Conflict Resolution and Mediation Skills:
• You are able to advise on/ interpret ministry engineering policy, standards, practices to resolve complex claims
• You can deal effectively with individuals who may have strong, opposing opinions and convictions about claim issues and settlement strategies
• You can conduct effective negotiation meetings and make compelling recommendations
