Are you a professional with leadership and knowledge of negotiation strategies?

The Ontario Public Drug Programs Division is home to the pan-Canadian Pharmaceutical Alliance Office (Office) which provides support to Provinces and Territories to strengthen collaboration to increase access to drug treatments, improve consistency of decisions and achieving lower costs for brand and generic drugs.

As a Senior Negotiator you will plan, coordinate, and implement negotiation strategies and processes to support the Office's mandate.

About the job

As a Senior Negotiator, you will:

• lead concurrent projects, support and lead negotiation teams through planning, coordinating and implementing negotiation strategies
• provide technical oversight to assigned negotiation teams regarding all aspects of negotiations
• conduct comprehensive analysis, synthesis and reporting of research
• recommend policy/program changes for public drug program negotiations
• provide input to the development and implementation of strategies and mandates for the negotiation of accountability agreements and contracts
• develop, coordinate, and evaluate in-depth and comprehensive reports and analysis, prepare policy papers and briefing materials
• identify legal issues and consult legal counsel
• establish ongoing collaboration and consultation with internal/external stakeholders

What you bring to the team


Technical Knowledge of Negotiation and Strategies:

You have knowledge of and/or ability to:
• negotiation processes and strategies, best practices and standards, contractual agreement development and management, accountability frameworks and structures
• the provincial health care systems and public drug programs and delivery, the role, governance, resources and relationships between health care providers, professionals and decision-making groups
• interpret legislative authorities and related ministry policies impacting negotiation agreements
• business and financial best practices, including financial analysis, performance measurement, accountability and reporting, and risk management

Research, Project Management and Leadership Skills:

• you have research and project management techniques to lead, contribute and undertake all facets of concurrent projects, negotiation teams, and committees

Communication and Relationship Management:

You have:
• oral and written communications to present research analysis and to function as a conduit of information to public drug programs, health care providers, health care organizations, and the ministry
• partnership building and relationship management skills to initiate partnership arrangements, to promote collaboration and cooperation among parties
• advisory skills to provide advice to other branches/divisions, with respect to best negotiation practices
• presentation and persuasion skills to explain analysis to negotiation teams

Analyzing / Problem Solving Skills:

You can:
• identify issues affecting negotiation processes, determine impacts and develop options/ solutions for the negotiation team
• monitor and evaluate a number of negotiations and interpret impacts to ensure consistency and unwarranted conflict between negotiating parties
• develop appropriate evaluation criteria, accountability and reporting measures
• formulate detailed, innovative strategies and solutions to issues in a timely manner
• conduct comprehensive analysis, synthesis and reporting of research
• determine/provide advice on regulatory/contract dependencies and resulting legal implications for senior management review
• analyze position alternatives, impacts, dependencies, which may require reassessment

Computer Skills:

• you are proficient with standard software programs and tools to research and prepare own materials
