If so, then join the Ministry of Transportations newly created team leading the Safety, Regulatory Compliance, Emergency Management and Training unit. We are seeking a creative, strategic thinker to lead and manage staff responsible for emergency management and planning, the safe operation of remote airports, including regulatory compliance, airport procedures, risk management, emergency response and staff training.

What can I expect to do in this role?

In this position, you will:

• Manage staff in accordance to government and ministry human resources policies and collective agreements.
• Develop and implement strategic systemic methodologies and plans to identify, rank and control RNTO risks.
• Provide operational support including managing emergency response to natural disasters and aviation accidents and redeployment of managers related to ministry strike contingency/continuity planning.
• Evaluate business practices and quality standards for occupational health and safety, regulatory compliance and training for remote
airports.
• Manage the resolution of a wide range of occupational health and safety, regulatory compliance and training-related issues.

NOTE: This position requires occasional travel with overnight stays at remote airport locations.

How do I qualify?

Management and Leadership Skills:

• You have extensive management skills to make staff-related decisions, assess performance and learning needs, direct and manage staff within applicable collective agreements and employment related legislation.
• You have excellent leadership skills to resolve complaints, manage contentious issues and provide communications, expertise and advice to senior management on sensitive matters, develop strategies; ensure that ministry executives have been alerted with timely responses.
• You have extensive experience managing a budget, approving expenses within financial Delegation of Authority, and making recommendations on procurement activities outside of financial Delegation of Authority.

Technical Knowledge:

• You have knowledge of airport facilities operations, training, safety and security, related ministry policies, regulations, aerodrome operations to provide direction and manage Safety Management Systems (SMS).
• You have in-depth knowledge of legislation, regulation, standards and requirements specific to airport operations, safety and security (e.g., Canadian Aviation Regulations (CARs), Canadian Aviation Security Regulations (CASRs), Aerodrom Security Measures (ASMs), Provincial Airports Act, Occupational Health and Safety Act, Highway Traffic Act).
• You have extensive knowledge of emergency management programs, policies and practices related to airport operations, to oversee the emergency management program and to partner in the emergency planning activities with First Nations, municipalities and stakeholders.
• You have extensive knowledge of HR policies and practices, collective agreements and other related legislations, to effectively manage and develop staff.
• You have thorough knowledge of business management methodology, best practices and strategy, risk management strategies, issues analysis and political acuity, change management, financial analysis, budgeting techniques and controllership practices.

Analytical and Research Skills:

• You utilize analytical skills to interpret, analyze, investigate and manage issues related to airport safety, airport security, emergency incidents and accidents to provide expert advice and to recommend/take corrective action.
• You utilize well developed analytical skills to assess operational standards, policies, procedures and guidelines as well as facility construction and maintenance (i.e., enhancement) projects to ensure any new or existing training, compliance, safety and security needs, issues or opportunities are addressed and the appropriate stakeholders are notified.
• You have experience managing changing business priorities and to provide issue identification, communications, expertise and advice to staff members in order to direct staff activities in a remote environment with major safety impacts and time constraints.
• You have experience interpreting legislation/regulations in response to inquiries from the public, delegates from remote northern communities, clients and numerous internal/external partners/stakeholders.
• You utilize strong research and analytical skills to manage risk and make quick decisions relating to operations management to avoid service disruptions and to identify areas of vulnerability.

Communication and Relationship Management Skills:

• You have excellent oral communication skills to provide instruction and direction to staff, to inform senior management of contentious issues, provide interpretation, advice, options, recommendations, deliver presentations and training to diverse audiences.
• You have excellent written communication skills to respond to requests, research and prepare documents, reports, presentations and budgets using standard office software and tools.
• You have extensive relationship management skills to develop and maintain relationships with numerous internal/external stakeholders including elected officials of remote northern communities, and to represent the organization in various committees, workgroups and discussions.
