The Legal Services Branch, Ministry of Northern Development and Mines have an exciting opportunity for one legal counsel. This position offers challenging work in a small but growing collegial branch which supports the work of the ministry in implementing its northern economic initiatives particularly as they relate to the Northern Ontario Heritage Fund Corporation (NOHFC). The main focus of the work will be in providing legal support and advice in the corporate commercial, insolvency, regulatory and public law areas with an emphasis on secured and unsecured loans and grants.

About the job

Duties Will Include: Providing legal services to the Northern Development Division and generally to the Ministry; drafting, reviewing and negotiating contracts including grants, secured and unsecured loans, transfer payments, procurement documents and other program-specific agreements as needed; provide advice in the insolvency context; performing research and providing oral and written opinions and statutory interpretation in a variety of areas including corporate/commercial, forestry, mining, resource, aboriginal, environmental, freedom of information, conflict of interest and administrative law; participating in legal review and policy development work; assisting ministry in delivering its mandate with respect to its Crown agencies; brief senior management; presentations to and training of Ministry and NOHFC staff; serving on and providing legal advice to Ministry committees and inter-ministerial committee. Some travel to the North required.

Membership in the Law Society of Upper Canada.

Knowledge & Skills

Demonstrated experience in secured lending work, transfer payments, procurement work, contract drafting, insolvency and corporate law; demonstrated experience in legal research and opinion writing, statutory interpretation, government processes and policy development work; knowledge of resource, corporate/commercial, freedom of information, conflict of interest, administrative and general public law; ability to handle a high volume of work on short notice and with minimal supervision; demonstrated excellent analytical skills to recognize and assess legal implications of Ministry and government initiatives; excellent organizational, interpersonal and oral/written communication skills; excellent judgement; a recognized team player; demonstrated ability to meet deadlines; demonstrated customer service skills; computer literate; willingness to travel.
