The Ontario Government, Ministry of Transportation is about to embark on the largest rail investment infrastructure project in North America. This is a unique opportunity to establish a brand new Rail Coordination and Advisory Branch.
As the Director, Rail Coordination and Advisory Branch, you will plan, lead and direct the Branch by providing technical expertise, guidance, project management and strategic advice. You will support the senior management team and the Minister's oversight role of Metrolinx which is responsible for the transformation, planning and implementation of the GO Transit network to Regional Express Rail. You will lead the creation of a centre of excellence to support the Ministry's rail initiatives including high speed rail and rail safety.
About the job
In this key executive leadership role, the Director will be responsible for:
• Directing and leading the mandate to support senior executive management and the Minister's oversight role of Metrolinx' planning and delivery of a ten year Regional Express Rail (RER) project.
• Supporting critical decision making, by translating and presenting highly technical information and complex issues so they are understandable.
• Leading the creation of a centre of technical rail expertise with a multi-disciplinary technical/professional team to provide technical support for Ministry of Transportation rail initiatives including high speed rail, rail safety and rapid transit.
• Working collaboratively with Metrolinx to provide technical expertise, reviews and support while Metrolinx plans and implements Regional Express Rail.
• Leading staff engaged in advisory services of civil and electrical engineering reviews of agency decisions, designs, timeframes and deliverables.
• Leading staff engaged in advisory services on service planning/delivery and project phasing options and project management/progress.
• Promoting coordination to support the development of an integrated decision-making framework on initiatives.
• Coordinating communications, advising on Ministry concerns, and leading ministry/agency discussions regarding contentious issues.
What you bring to the team
Infrastructure Knowledge
• You have demonstrated knowledge of large-scale infrastructure transformation projects including transit and railway systems.
• You possess multi-faceted engineering experience to act as a lead advisor to the Assistant Deputy Minister (ADM) and Minister in interpreting, translating and explaining highly technical decisions, benefits, options and recommendations.
• You have knowledge of the objectives and mandate of the Ministry of Transportation.
Executive Leadership
• You have senior level experience leading and motivating technical multi-disciplinary and diverse teams to achieve organizational objectives.
• You are a transformational thinker that can plan strategically and communicate a vision to those around you.
• You have experience managing human, financial and material resources.
• You support and promote a positive team environment which fosters a culture of excellence and creates an inclusive, diverse, equitable and accessible work place.
