Bring your procurement knowledge to the Central Agencies I&IT Cluster, where you will provide expert policy interpretation and advice to clients related to their procurement and business needs.
About the job
In this role you will:
• draft requests for proposals, requests for services, contractual agreements, reports and information for clients and suppliers
• organize, coordinate and develop generic specifications and weighted evaluation criteria in consultation with clients for IT goods/services to meet operational requirements
• develop, negotiate, and manage large tenders and agreements
• investigate and resolve disputes with both clients and suppliers
• assist and lead contract negotiations
• manage contract compliance and investigate/resolve supply problems
Please note: The current location for this position is in Toronto, however, Oshawa may be considered as an alternate location for part of the work week based on operational requirements and upon the successful applicant's request as per the Central Agencies Cluster's flex program.
What you bring to the team
Procurement Knowledge:
• You have the ability to understand, interpret and apply knowledge of procurement policies and processes (e.g. inter-provincial trade agreements, procurement directive and guidelines, and Vendor of Records (VOR) 2nd Stage Procurement Processes for IT goods and IT consulting services).
• You have knowledge of contract law with the ability to understand the request for proposal/tender administration and contract management processes.
• You have knowledge of market conditions and current trends for IT goods and services.
Communication and Interpersonal Skills:
• You can provide expert policy interpretation and advice on procurement/business opportunities or strategies.
• You can develop detailed request for proposal/tenders, contractual agreements, reports and information for clients/suppliers.
• You can establish and maintain working relationships with clients, vendors, and service partners, and communicate effectively with all.
Analytical and Evaluative Skills:
• You can review and evaluate vendor submissions/proposals.
• You can analyze procurement buying trends.
• You can apply pre-established evaluation criteria and minimize the risks and conflicts associated with preparation of public tender documents and legal contracts.
Negotiation and Consultative Skills:
• You can negotiate contentious articles within supply or performance contracts.
• You can develop, negotiate, and manage large complex tenders and resolve disputes with clients and suppliers.
• You can consult with clients to determine business needs and provide procurement advice and guidance.
• You can develop generic specifications and weighted evaluation criteria in consultation with clients.
