The Office of the Chief Electoral Officer, Strategic Cluster, seeks an innovative and motivated leader to provide leadership and expertise in the areas of corporate planning, strategic analysis and policy development to support the implementation and management of Elections Ontario's (EO's) Strategic Plan and to provide strategic analysis, advice and support to the EO's senior management and executives on a broad range of complex issues associated with the ongoing implementation of EO's initiatives.
About the job
You will:
• provide expertise and leadership in the development and implementation of EO's corporate planning and strategic analysis process and manage the analysis of Cluster/Function activity throughout the organization, working with Managers and Directors to develop future plans and provides advice on the development and implementation of the corporate business planning process and the achievement of strategic plan objectives;
• organize and moderate an annual Strategic Plan review process, incorporating the design and implementation of appropriate instruments to measure client satisfaction in conjunction with the operating Clusters/Functions;
• provide analysis and recommendations to the Strategic Leadership Team (SLT) on issues which impact on corporate priorities and decision-making and multi-year planning that impacts EO's Strategic Plan; make recommendations on solutions to problems and contentious issues;
• work closely with subject matter experts and stakeholders within and external to EO to review current policies and develop policy innovation in support of defined strategic objectives;
• identify policy issues and prepare reports, analyses and position papers for the consideration of senior management, SLT and specialized stakeholder groups involved with electoral matters at the provincial and federal level;
• develop and maintain close working relationships with stakeholders and peers in other electoral agencies in Canada and elsewhere to support policy and operational relationships, to facilitate EO's participation in the identification of common policy and strategic planning issues and the development and implementation of joint enterprises;
• lead/participate on various committees and coordinate the development and evaluation of policies, initiatives, projects to address policy/project related issues and concerns;
• manage special projects of varying size and complexity; and
• manage the work of unit staff and prepare and manage unit budget.
What you bring to the team
Qualifications:
• highly developed management, leadership and administrative skills to manage staff and the day-to-day activities of the unit, provide operational and functional guidance and prioritize work;
• demonstrated knowledge of strategic planning and management principles, theories, policies and practices to provide expertise on the development, implementation and management of EO's corporate planning and strategic analysis process;
• demonstrated knowledge of research and policy analysis and development theory, principles and methodologies to provide leadership in the provision research and policy development services and completion of strategic planning and policy development research project deliverables;
• demonstrated knowledge of strategic business planning processes and practices to provide analysis and recommendations on issues which impact on corporate priorities, decision-making and multi-year planning;
• demonstrated knowledge of project management and planning practices and methodologies and budgeting skills to plan/manage special projects of varying size, as well as project and unit budgets;
• highly developed oral / written communications, consultation, negotiation and interpersonal skills;
• demonstrated analytical, problem solving, research and organizational skills; and
• knowledge and understanding of EO business operations, policies and procedures and electoral practices, legislation and regulations in Ontario.
