Are you an experienced analyst with knowledge of policy development? If so, we are seeking your background and experience to join our fast-paced team to impact change in Ontario.

What can I expect to do in this role?

As a member of the Corporate and Commodity Taxation Branch, you will:
•develop policy options and provide analysis through modeling and manipulation of input-output data and other data sources
•lead policy analysis and development activities
•provide policy and quantitative guidance to staff in the development of tax expenditure estimates
•identify and analyze issues relevant to provincial decision making
•prepare a range of briefing materials (e.g. technical reports and analyses, sections of budget papers, briefing notes, options papers)
•represent the Branch and Ministry on multi-stakeholder consultation sessions and intra/inter-ministry working committees, task forces and projects
•liaise with federal and provincial counterparts to share information and consults on joint issues and projects

How do I qualify?

Policy Development & Technical Knowledge:

You have:
•Knowledge of the theory, principles and methodologies of economics, finance, and tax accounting to provide advice and recommendations to guide policy development
•Knowledge of policy and program development principles and techniques to lead sales and commodity tax policy development
•Knowledge of quantitative and statistical methodologies to develop policy options and provide analysis of data to test incidence, revenue, economic impact and feasibility of policy options
•Ability to acquire and apply knowledge of provincial and Ministry strategic directions with respect to the Province's economy (i.e. issues, policies, programs, governing legislation and regulatory structures related to Ontario's sales and commodity taxes)

Communication & Interpersonal Skills:

You have:
•Written communications to prepare reports, briefing materials and contribute to the development of Cabinet submissions
•Oral communication skills to make presentations to the Minister and Deputy Minister of Finance, Ministry senior management and Cabinet Office as well as represent the ministry on task forces and working committees
•Relationship management skills to establish key stakeholder linkages across the Ministry and OPS, work cooperatively in policy development projects and exchange economic data, expenditure data and other policy information
•Persuasion skills to provide policy advice, explain policy and/or program recommendations, and influence senior management to adopt the most favourable option

Analytical & Planning Skills:

You can:
•Analyze and evaluate the economic and fiscal impacts of new and existing policies, programs, initiatives and business plans
•Interpret economic data and contribute analytical expertise into the development of sales and commodity tax policy
•Design and plan research studies and projects that encompass economic modeling
•Identify and develop economic policy options, fiscal frameworks and implementation plans
•Identify emerging microeconomic and financial issues, trends, developments and technologies impacting sales and commodity tax policy

Computer Skills:

You are:
•Proficient with research, economic, statistical, word processing, spreadsheet, graphic and database software to research and prepare analyses, briefing materials, presentations, and reports
