About the job
The IT Department at the Alcohol & Gaming Commission of Ontario (AGCO) is currently seeking an Access and Privacy Lead to provide specialized expertise to ensure the AGCO's compliance with the Freedom of Information and Protection of Privacy Act (FIPPA), including response to FOI requests and the identification and delivery of requirements related to the collection, use, and disclosure of personal information.
Reporting to the Manager of Information Management and Analytics, you will work with Business and I.T. project team members as well as Ministry FOI Office, Archives of Ontario, and Information and Privacy Commissioner's Office, to recommend, develop and communicate access and privacy policies and standards as part of an enterprise-wide information governance & management program. You will conduct privacy impact assessments on new technology systems, policies and programs and develop tools to assist business areas with understanding PIA processes. You will also conduct and participate in the investigation of privacy complaints and breaches, to ensure that privacy and confidentiality issues are addressed and resolved.

Mandatory requirements
The ideal candidates will have:
• University degree in a relevant field (Public Administration, Information Science) or 5 years of related experience.
• Thorough knowledge of and demonstrated ability to interpret FIPPA, the USA Patriot Act, and other related legislation, guidelines and policies.
• Familiarity and experience with Privacy Impact Assessment Policy and Guidelines released by the Ontario Ministry of Government and Consumer Services and/or the Information and Privacy Commissioner of Ontario.
• Good understanding of related disciplines such as IT security, IT system design, policy development (privacy or security), business architecture, legal processes, FOI administration, risk management, project management.
• Experience in developing risk assessment tools, methodologies, policies and procedures to effectively manage information.
• Knowledge of policies, business rules, procedures and guidelines relating to records management including classification, retention and disposition of information.
• Understanding of IT concepts and process that impact the protection of personal information, including (but not limited to) Internet tools, system interfaces, information security, information architecture and data flows.
• The ability to communicate effectively with management, staff and business stakeholders.
• Certified Information Privacy Professional for Canada (CIPP/C) and/or Certified Privacy Manager designation (CIPM) is preferred.
