We are looking for an expert in data management, psychometrics and educational assessment to lead the development and delivery of the province-wide policy framework for educational measurement and psychometric research.

EQAO is an independent agency of the Ontario Ministry of Education that creates and administers large-scale assessments to measure Ontario students' achievement in reading, writing and math at key stages of their education.

About the job

You will:
• provide strategic oversight and organizational leadership for the conceptual design, development and implementation of data collection and measurement instruments, data management, statistical analysis, psychometric assessment, data reporting and communication of the results of province-wide educational assessments
• lead the development of the strategic/business plans for the delivery of EQAO instrument design, development and assessment, and data collection, management and reporting operations
• lead research projects to review and identify strategies, innovative approaches and best practices for large-scale education assessment, psychometric procedures and school improvement measures
• provide technical leadership and direction on data analytics and visualization activities, as well as statistical and psychometric analysis and data science/trends
• deliver data literacy training programs and materials for field implementation to schools, school boards, academic institutions and education partners
• mobilize the interpretation, understanding and use of EQAO data in meaningful ways to support education program development and delivery

What you bring to the team


Technical knowledge:

You have:
• expert knowledge of large-scale educational assessment, psychometric, statistical and measurement theories, practices, and methods
• knowledge of economic theory and principles as they relate to current economic issues/trends affecting education
• knowledge of current educational policies and research

Data management and analytical skills:

You have:
• expert knowledge of data management models and operations, statistical and psychometric analysis/audit/verification systems/processes and data reporting services
• knowledge of data management/analysis systems and practices related to data sharing and information disclosure to effectively share data sets with partner organizations
• knowledge of evaluation methodologies for analyzing relationships between and among different data types

Leadership and managerial skills:

You have:
• demonstrated leadership skills to oversee the planning, development and implementation of program delivery, research, outreach and analysis work of the unit
• human resources management skills to provide direction to staff
• relationship management skills to initiate, foster and manage ongoing relationships with staff and EQAO executives
• demonstrated contract management skills to negotiate and contract with external vendors, consultants and service providers
• demonstrated project management skills to lead and oversee the end-to-end delivery, coordination and management of EQAO data operations
• judgement to analyze and problem solve operational and service delivery issues, identify solutions and opportunities to effectively support business initiatives, recommend improvements to data processes and infrastructure
• the ability to create a positive and inclusive work environment

Relationship management and communication skills:

You have:
• understanding of outreach practices to develop effective communication materials
• oral communication skills to maintain effective liaison with all levels of contacts and provide consultative advice and expertise to the Director and senior management
• relationship management skills to build partnerships and networks with stakeholders and senior education officials
• communication and presentation skills to present recommendations and advice clearly and persuasively
• strong written communication skills to prepare reports, briefing notes and other documents on complex, technical subjects
