About the job
As a Projects and Program Advisor you will:
• Lead/coordinate program development projects using project management tools
• Lead and conduct Great lakes projects, strategic planning and program evaluation activities that may be contentious or politically sensitive
• Provide advice to multiple internal and external stakeholders
• Provide guidance and professional advisory services
• On behalf of the branch and division, lead and participate on diverse team and committees to support implementation of source protection plans
NOTE: The Source Protection Programs Branch is located at 40 St Clair Avenue West in Toronto. This position may be located at any MOECC office in Ontario (with successful negotiation of available space) and will be determined on a case-by-case basis by the location of the successful candidate (subject to management approvals).
What you bring to the team
Environmental Knowledge and Technical Skills
• You have the ability to interpret and apply various Federal and Provincial environmental protection legislation (e.g. Environmental Protection Act, Clean Water Act, Ontario Water Resources Act), regulations, policies, and programs
• You know municipal, provincial, federal and international (U.S.) environmental programs and agreements pertaining to the management of the Great Lakes
• You have expert knowledge of the theories, principles practices and methods of environmental protection, management and science
• You have scientific knowledge of the current environmental status of the Great Lakes ecosystem and knowledge of remediation activities to address restoration of impaired ecosystem quality
Project and Program Management Skills
• You have proven ability to coordinate/lead projects and to deliver complex assignments in limited time frames
• You have knowledge and experience with project management methods, techniques and practices
• You have demonstrated ability to identify and recommend program direction, delivery and/or activity changes, analyse requirements, and develop effective programs
• Understanding of risk analysis principals and apply these to environmental issues
• You have knowledge and experience with program development, evaluation, training and delivery
Analytical, Problem Solving and Issues Management Skills
• Ability to manage issues, support program managers, identify potential issues and make recommendations.
• Ability to assess and evaluate program performance and operational policy issues and practices, fiscal, policy and service impacts, systems, processes, develop and recommend options and evaluate cost effectiveness.
• Understanding of risk analysis principals and apply these to environmental issues
• Experience taking an analytical approach to managing issues and solving problems
Communication, Interpersonal, Consultation and Computer Skills
• You have superior interpersonal, relationship-building, consultation and facilitation skills to build consensus and partnerships with stakeholders
• You demonstration strong negotiation and mediation skills to resolve complex environmental issues
• You have written communication skills and the demonstrated ability to prepare various reports, correspondence and presentations
• You have superior oral communication skills and proven ability to make presentations or provide input on technical and/or complex information
• You are proficient with computers and software applications such as word processing, spreadsheet, database, presentation and information management systems
