What can I expect to do in this role?

The Ministry of Community Safety and Correctional Services, Ontario Provincial Police, and the Commander of Community Safety Services seeks a qualified member to provide operational, planning, research, analysis, evaluation, policy development, project management and recommendations to support community safety and well-being initiatives; community mobilization efforts; and to establish and maintain relationships with key stakeholders.

How do I qualify?

Mandatory:

Ability to pass an OPP background security investigation.

Must possess a valid Ontario Driver's License

Knowledge, Skills and Abilities:

Knowledge of applicable federal and provincial legislation, ministry policies, standards and priorities, government policy direction and decision making processes, policies, Criminal Code of Canada, Police Services Act Regulations, Ontario Human Rights Code, Youth Criminal Justice Act, Mental Health Act, Freedom of Information and Protection of Privacy Act, Personal Health Information Protection Act, Management Board guidelines and directives and relevant Standard Operating Procedures.

Knowledge of tools/techniques used in project management and strategic planning, and ability to apply processes, approaches, and methodologies in order to make recommendations or propose solutions on Regional/Detachment projects to achieve results.

Knowledge of community policing, community safety and well-being framework, community mobilization and engagement, health care systems and policing, and mental health and addictions strategies to support regional managers in the delivery of policing services that increase community safety and well-being.

Knowledge of project management methods and techniques to lead/conduct concurrent research/analysis projects and initiatives. Knowledge of planning and organizational methods and techniques to plan, prioritize and implement programs and initiatives.

Knowledge of risk management principles and methods to develop and make recommendations related to complex project initiatives.

Knowledge of public sector financial management and accounting principles and practices to ensure adherence to ministry policies and procedures; to facilitate reporting and accountability; and to ensure accuracy and integrity of information.

Knowledge of related human services and health systems, and experience engaging with key stakeholders within these systems to advance the work of the Ontario Provincial Police in community safety and well-being, mental health and addictions strategies, and community mobilization.

Knowledge of alternate dispute resolution methodologies, techniques and processes to mediate/resolve conflicts.

Knowledge of adult education theory, principles and techniques to train personnel and/or develop and facilitate training.

Knowledge of computer applications and software to prepare documents, correspondence and reports, presentations and spreadsheets to research and retrieve data using the Microsoft or equivalent suite of office productivity software (i.e. MS Internet Explorer, MS PowerPoint, MS Word, MS Excel, MS Outlook), database design, structure, and data management.

Understanding of health care, mental health and addiction sectors.

Written communication skills to summarize research/analytical/evaluation findings, prepare written reports, issues notes, decision notes, business cases and presentations.

Oral communication/facilitation skills to provide advice/recommendations to managers, provide guidance and advice relating to resource issues, participate in and facilitate meetings, provide representation on committees, deliver presentations, and respond to inquiries.

Oral communication and interpersonal skills to establish trusted and respectful partnerships with Regional/Detachment managers, front line officers, as well as community stakeholders across sectors to support their program needs.

Interpersonal and communication skills to work collaboratively and cooperatively with Regional/Detachment managers to support their program needs.

Ability to build, manage and sustain respectful relationships and partnerships to promote multi-sector collaborative efforts and alignment and efficiency of police interests and approach.

Ability to provide recommendations regarding region/detachment activities, strategies, and initiatives to Manager.

Analytical and problem solving skills are required to develop and recommend responses to contentious issues; to assess operational and corporate implications/impacts of policy/program decision-making; and to gather and synthesize the impact of legislation on a variety of issues related to mental health, addictions, community safety and well-being.

Ability to identify and prioritize issues for Section Manager's attention.

Ability to review, evaluate and report on the outcomes of inquiries, internal reviews and auditor reports, identifying and analyzing associated impacts and risks.

Reasoning skills are required to identify methods to research, analyze, introduce, and communicate community policing approaches across sectors and to assess and summarize sources to incorporate into proposed solutions/ recommendations.

Analytical skills to collect, evaluate, collate, analyse and creativity to design and prepare assessments/reports.
