The Ministry of Natural Resources and Forestry is looking for detail-oriented leader with the ability to manage the Production and Quality Control of their fleet of fixed and rotary wing aircraft for Aviation, Forest Fire and Emergency Services.

What can I expect to do in this role?

In this role, you will:

• provide leadership, direction and advice in the planning, development, implementation, operation and evaluation of the ministry provincial Air Fleet maintenance programs
• provide strategic advice, interpretation of regulations as well as input for the resolution of complex Air Fleet maintenance issues
• direct quality control functions and ensures the integration and alignment of Air Fleet maintenance programs with strategic plans
• manage and provide a high degree of leadership to establish relationships and consultation processes with all clients, partners and stakeholders

How do I qualify?

Mandatory:

• You have a valid Transport Canada Aircraft Maintenance License M1& M2 endorsed as defined in the Class Standards.
• You have a valid class "G" driver's licence or equivalent, as recognized by the province of Ontario.
• You have a valid Aeronautical Restricted Radio Operator's Certificate.
• You must be able to obtain an Airport Security Clearance per Transport Canada requirements.
• You must have a valid passport or ability to acquire one.

Leadership skills:

• You have superior leadership skills to direct the maintenance of a diverse fleet of aircraft located across the province in accordance with all regulated requirements and ensure quality control at the production level.
• You can cultivate cooperation, support and commitment in discussions and negotiations regarding maintenance production planning.
• You can effectively direct corrective action plans from audit findings and monitor electronic records program and ensure accurate and complete technical records for all aircraft for work accomplished.
• You have supervisory experience to manage, coach and work with a diverse workforce and build an inclusive workplace, free from harassment and discrimination.

Technical knowledge and skills:

• You have thorough knowledge of Transport Canada Regulations, Air Navigation Orders, Aeronautics Act and Federal Canadian Aviation Regulations.
• You have the ability to assist in the development of Maintenance Policy and Procedures Manuals, Manufacturers Inspection Program Approvals and their application, as well as, aircraft manufacturers' recommendations and directives to ensure quality control is maintained at the production level.
• You can provide expertise in the interpretation of regulations and the provision of sophisticated and specialized advice for the resolution of complex Air Fleet maintenance matters.
• You have knowledge of aviation Safety Management System (SMS) and the SMS manual, to provide oversight to Senior and Regional Engineers in the monitoring of the system.
• You have thorough knowledge and understanding of proper function of, and experience in repair and diagnosing defects in engines, flight systems, hydraulic systems, avionics systems, undercarriage and propulsion systems, precision and hand tools and technical and diagnostic test equipment and related methods.
• You have thorough knowledge and experience with specialized equipment and ground facility requirements, to direct multi-disciplinary Air Fleet maintenance, overhauls, inspections, and quality control.

Strategic planning and administrative knowledge and skills:

• You can plan and coordinate highly complex maintenance initiatives for a multi-million dollar fleet of aircraft operating in a diverse environment on a wide range of government programs and understand and implement government and ministry objectives, while remaining within budget.
• You have computer skills to perform day to day activities and develop complex materials, plans and forecasts for the oversite and direction of maintenance activities.
• You have well developed administrative skills to plan, organize and direct the coordination of human, financial and material resources and achieve customer driven program objectives.
• You have the ability to follow financial, budgeting, procurement, tendering and contract management processes.

Relationship building skills:

• You have highly developed networking, negotiation, and influential skills to provide authoritative advice to ministry stakeholders, agencies, and officials on complex matters and decisions.
• You have proven relationship building skills to negotiate effectively in challenging and sensitive environments, with a proven track record to achieve results and manage conflict when consensus cannot be found.

Communication and interpersonal skills:

• You have proven communication and interpersonal skills to provide expertise in the provision of specialized/sophisticated advice to senior ministry officials, stakeholders and agency officials.
• You can represent the ministry and make presentations at inter-ministerial management committees and work groups aimed at directing and supporting continual enhancement of maintenance programs.
• You have well-developed written communications skills to prepare/oversee technical written resources and other administrative material.
• You can effectively communicate processes when responding to Audit findings and provide direction to team members to ensure corrective action plans are attainable and meet policy and regulatory requirements.
