Do you have considerable leadership skills and expertise to provide research and library services to judges, masters, justices of the peace, legal counsel and staff in the Offices of the Chief Justice for Court of Appeal for Ontario, Superior Court of Justice, and Ontario Court of Justice.

We are looking for a passionate and innovative leader to plan, develop, coordinate and manage the operations of a provincial judicial library system and ensure the full range of library/research/archives services are provided while achieving a high standard of service excellence.

This role requires professional knowledge and skills in library and information science theories, principles, practices, methods and techniques to perform various functions in a library operation.

As a Manager, Judicial Library Services, you will:

• Uphold the principles of judicial independence while managing procurement and tendering activities, the preparation of Request for Proposals (RFPs), the negotiation of contractual agreements, the monitoring of vendors' service level/performance, and managing the client/vendor relationship to ensure effective service delivery;
• Within the context of the Memorandum of Understandings between the three levels of Court and the Attorney General of Ontario; work collaboratively between the independent judiciary as an independent branch of government and the ministry.
• Develop standards for the acquisition, management and preservation of collections, oversee the acquisition, cataloguing, circulation and loans of collections in accordance with those standards, and develop specialized databases, reference and bibliographic materials for client use;
• Manage strategies, projects and initiatives to identify, plan and implement systems, innovative tools and new technologies in the delivery and management of library/archives services, internal and external websites, publication of decisions made by the Court of Appeal for Ontario and case lists to support access to justice.

How do I qualify?

Leadership Experience:

• You are an established leader proficient in strategic planning in the program area, including leading business, financial and results-based planning processes in a way that upholds the principles of independence between independent institutions.
• You are experienced in building organizational capacity through effective human resources development by authorizing recruitment activities, labour relations management, talent management, organizational design and succession planning.
• You have proven leadership in directing the activities of specialized and technical staff toward common goals with legislative impacts.

Technical Skills:

• You have knowledge and proficiency in legal information, information research methodology and legal sources and current issues facing clients in order to locate and filter information effectively and quickly for client use; evaluate the quality and accuracy of the legal information tools and assess new legislation, information management and business solutions impact on program or service delivery.
• You have knowledge of theories, principles and practices of library and information science, of libraries/archives in general, and of one or more specialized library systems in order to plan and implement a significant and complex library system to meet clients' needs
• You have knowledge of current and emerging trends, innovations and best practices in library/archive management and website technologies, in order to establish and revise policies, programs, and procedures to ensure flexible and reliable library/archival services (e.g. technical services, reference and research services, online services, including websites).

Relationship Management and Communication:

• You have demonstrated understanding of the role of the judiciary and its relationship with the executive and legislative branches of government at both the provincial and federal level and will ensure that such knowledge informs your negotiations with partners and stakeholders.
• You have demonstrated stakeholder management skills with the ability to establish and maintain relationships of trust with senior management, clients and partners; identify and assess appropriate solutions to resolve issues and to integrate divergent perspectives to move forward on projects/initiatives.
• You have demonstrated superior written, oral and interpersonal skills and can influence and negotiate with partners and stakeholders to find collaborative solutions to complex issues.
• You have demonstrated experience delivering training and can effectively deliver training to ensure judicial officials (e.g. courts, legal counsel, law clerks, etc.) have the skills required to utilize legal research tools to ensure thorough and informed judicial decisions can be made in a timely manner.
• You can effectively manage expectations and anticipate and resolve major obstacles and conflicts.

  • In accordance with the Ontario Public Service (OPS), Employment Screening Checks Policy (ESCP), the top candidate(s) may be required to undergo a security screening check. Refer to the above to determine the screening checks that are required for this position.

    You will be responsible for obtaining the criminal record check at your own expense and provide it, along with your written consent, to the Transition and Security Office (TSO), Talent Acquisition Branch (TAB), HR Service Delivery Division (HRSDD) to evaluate the results. If applicable, the TSO, with your written consent, will request and obtain any additional employment screening checks that were not obtained directly by you. (Note: If a Vulnerable Sector Screening Check is required, it must also be obtained in person at your local police service).

    A record under the Criminal Code and/or other federal offence record(s) does not automatically mean you will be ineligible for the position. The employment screening check(s) will only be reviewed and evaluated by the TSO for the purpose of making a security clearance decision. The details of an individual's employment screening check(s) will be considered in specific relation to the duties and responsibilities of the position being filled. Employment screening check records will be maintained by the TSO and kept strictly confidential.
