We are looking for an experienced, motivated professional with IT knowledge and skills to join our team as an I&IT Lead Technology Specialist.

Your technical leadership and expertise will be instrumental in the development and maintenance of 24x7 enterprise, mission-critical, and potentially public facing services.

What can I expect to do in this role?

In this role, you are tasked with creating, enhancing, and supporting technology for a portfolio of enterprise-scale, mission critical, 24x7 applications, which hosts sensitive Ontario government records. Expect to:

• Provide technical leadership and expertise to oversee or personally perform the design, development, delivery, and continuous improvement of technologies related to Enterprise Applications such as Java, Angular\React CMIS, CWS, RESTful web services, Oracle, SQL, CosmosDB, Azure Cloud, and other off-the-shelf software.
• Lead and participate in enterprise-wide or cross-jurisdictional projects and activities.
• Coordinate, participate in, and lead the evolution of daily activities related to the development and deployment of technology

How do I qualify?

Analytical and Problem-Solving Skills:

• You can assess and evaluate needs of internal and external clients for program delivery platforms; and identify IT solutions to meet complex requirements.
• You can identify and assess the impacts of new solutions or enhancements on existing services and infrastructure for performance, sustainability and scalability.
• You can understand, assess and develop solutions for mitigating risk, where system failure would affect high volumes of public access and create significant negative impact on program delivery and security.
• You can analyze technical quality of systems design and ensure consistency and compliance of business solutions.

Knowledge and Experience:

• You have knowledge of systems/platform architecture, design, development, deployment and integration principles and technology to lead and oversee the development and maintenance of complex highly integrated systems platforms.
•You have direct experience implementing complex systems\platforms in Java-based such as Spring, J2EE and .Net-based environments, including relational databases such as Oracle, and SQL Server and non-relational databases such as Cosmos.
• You have implemented rich user experiences utilizing front end frameworks such as Angular or React.
• You have hands on experience with accessibility (Accessibility for Ontarians with Disabilities Act (AODA)) and usability development best-practices.
• You can lead and mentor other developers.
• You have knowledge of current methodologies pertaining to systems analysis, design, development, testing and implementation methods, data, applications, networking and security to direct and oversee systems platform design, development and maintenance.
• You have knowledge of service delivery management, resource management and operational planning for multiple complex systems platforms in order to manage and optimize the full platform life cycle.

Project and Risk Management Knowledge and Skills:

• You have knowledge of project management principles, methodology, tools and best practices in order to lead and manage multiple complex systems design and delivery projects.
• You can build technology project estimates for complex project teams across multiple disciplines
• You have knowledge of risk management principles to anticipate and understand the potential for risk in system failure/critical incidents and are able to develop risk management strategies and protocols to mitigate and minimize risk and to lead resolution of critical incidents when they occur.

Communication Skills:

• You can lead complex client, vendor and stakeholder consultations and provide authoritative and persuasive technical advice.
• You can prepare and present complex technical information and recommendations to both technical and non-technical audiences, including senior management, clients and other stakeholders.
