We are seeking a collaborative, strategic leader eager to engage with our Indigenous communities and partners, manage staff responsible for remote airport operations, operations support and regulatory and compliance in an ever changing environment; as well as risk management and staff training, in support of our remote airport program.

About Us
The Remote Airports Office (RAO) is responsible for overseeing the overall remote airports program for 29 airports in Northern Ontario. This includes strategic planning, capital planning, facility and equipment maintenance, staffing and compliance with the Safety Management Systems. The day to day operations include working in cooperation with Transport Canada, Safety & Regulatory Compliance, Environment, and Operations Support. The Remote Airport Office, formerly known as the Remote Northern Transportation Office (RNTO), is also responsible for building and facility maintenance, working in cooperation with NAV Canada and air carriers to ensure the safety of the airport, runways, facilities and the people who utilize them.

What can I expect to do in this role?

In the role of Manager, Remote Airports, you will;

• Consult with ministry and Transport Canada staff to discuss the interpretation and application of provincial and federal standards, specifications and Canadian Aviation Regulations and negotiate resolution of technical and policy issues as they arise.
• Manage and maintain stakeholder relationships with a wide range of public and private partners and stakeholders, (e.g., Indigenous communities, band council members, private companies, Ministry of Energy, Northern Development and Mines, Ministry of Natural Resources and Forestry, Ornge, municipal, provincial and federal representatives.
• Manage multi-disciplinary and highly technical teams delivering results.
• Provide expert technical advisory services to the director and other ministry technical and operational areas on emerging and potentially sensitive issues and trends.

Please Note: Travel is required to visit facilities, which may be in remote regions. May be required to inspect transportation facilities, requiring physical exertion.

How do I qualify?

Strategic Leadership Skills:

• You have a passion for developing, building and leading organizational capacity through inclusive, positive, and values based leadership in areas of succession planning, talent management, organization and job design.
• You have an understanding of strategic corporate directions, multi-year business and results based planning processes.
• You have experience dealing with Indigenous leaders and band councils, elected officials at the federal, provincial and municipal levels, the public, and special interest groups.
• You have experience managing multi-disciplinary and highly technical teams delivering results.
• You have expertise in structuring, organizing and managing multiple projects, with a proven track record of successful project completion.
• You have demonstrated skills in managing financial budgets and human resources, including labour relations issues.

Program Management Skills:

• You have knowledge and expertise in project management principles and methodologies to manage the delivery of program plans, initiatives and goals.
• You have advanced knowledge of OPS fiscal and procurement practices, policies, and procedures to manage budget forecasting and manage the negotiation of contractual agreements and decision making process.
• You have a keen ability to anticipate and identify potential key issues that have an impact on the programs; follow issues management and communications protocols and aid in the development of responses to issues, including complaints and concerns.
• You have the ability to accept responsibility for managing all provincial programs and operations related to the construction, operation, and maintenance of the Remote Airports Office (RAO).
• You will be responsible for ensuring compliance with regulations and accepted standards of construction, operation and maintenance of all remote airports and related facilities.

Technical Expertise:

• You have proven knowledge of theories and practices related to the operation, maintenance and construction pertaining to airports, runways and related facilities.
• You have the ability to coordinate and manage all emergency planning, safety management, training and environmental issues arising from the program in order to promote and ensure the safety of staff, the community and the travelling public.
• You have the ability to assume responsibility for the overall compliance with legislative statutes, collective agreements, government and ministry policies, directives, guidelines and commitments related to programs and services.
• You are knowledgeable in all relevant provincial and federal acts, (e.g., Canadian Aviation Regulations), to discuss regulatory applications, negotiate resolution of technical and policy issues as they arise, (e.g., runway lighting requirements) and prepare reports and recommendations for senior management with resolution options.
• You have experience with modern technology and heavy equipment to recommend equipment acquisition/replacement and manage and maintain navigational aids, various equipment/fuel types and ground facility requirements.

Communication, Stakeholder and Relationship Management Skills:

• You have proven ability to work effectively and contribute positively as a member of a regional and provincial team with an enterprise wide approach.
• You have proven communication, conflict management and interpersonal skills to establish and maintain professional working relationships.
• You have the ability to prepare or oversee the preparation of related briefing material, ministerial correspondence, House Notes, financial studies, and reports.
• You have the ability to liaison with the public, contractors, stakeholders and partners in a contentious and sensitive environment with tact and diplomacy.
• You have interpersonal and team building skills to provide leadership, monitor performance and promote excellence in customer service and team performance.
• You can represent the ministry by leading and/or participating on corporate and special projects, task forces, policy forums, committees and working groups both internally and externally, including broader public service and external stakeholders.
