The Alcohol and Gaming Commission of Ontario (AGCO) is a regulatory agency that reports to the Ministry of the Attorney General. The AGCO is responsible for regulating the alcohol, gaming, horse racing and private cannabis retail sectors in Ontario, in accordance with the principles of honesty and integrity, and in the public interest.

The AGCO is looking for a Manager, Payroll and Benefits Administration to oversee the effective operations of the Payroll department, including day to day management of all payroll and benefits administration related activities and leading a team. Reporting to the Director of Finance, the successful candidate will be responsible for reviewing, implementing, and maintaining the payroll systems and establishing processes and procedures that align with industry's best practices to achieve operational excellence.

What can I expect to do in this role?

In this role, the successful candidate will:

• Oversee the day to day operations of Payroll and Benefits Administration, ensuring all processes are executed appropriately, accurately and in a timely manner.
• Review and analyze current payroll and benefits processes, and make recommendations to improve operational efficiency.
• Design, review, and implement payroll and benefit systems configurations that meet the business objectives of the organization.
• Manage reconciliation on a regular and periodic basis of all payroll and benefits related items.
• Manage all year-end payroll, pension, and benefits processing and reporting.
• Manage the verification and reconciliation of third-party payments (e.g., statutory withholdings, benefits, pensions, union dues).
• Provide strong people leadership, coaching and oversight to Payroll Specialist(s).

How do I qualify?

The ideal candidate will have:

• 5 + years of experience administering Canadian payroll and benefits, with at least 3 years of experience in a managerial capacity, preferably in the public sector.
• University education (BA in accounting, business, or finance).
• Canadian Payroll Association's Certified Payroll Manager (CPM) and/or Canadian Chartered Professional Accountant's designation.
• Thorough knowledge of payroll related legislation.
• Knowledge of Canada Revenue Agency (CRA) payroll and benefits related requirements.
• Experience with cloud-based Payroll and HR systems (Ceridian - Dayforce preferred).
• Expert knowledge in payroll compliance and reporting in a unionized environment with defined benefit pension plans.
• Proficiency in MS Office applications: Outlook, Excel, Word, PowerPoint.
• Excellent problem-solving skills with strong attention to details and the ability to meet deadlines.
• Strong oral and written communication, interpersonal, and presentation skills.
