Are you an experienced IT policy analyst? Are you interested in how IT decisions are made, and how IT services are governed, measured and managed? If so, there may be an exciting opportunity for you in the IT Governance Branch of Treasury Board Secretariat.

We are seeking highly motivated IT policy/strategy analysts to join our dynamic team, where you will help drive growth in areas such as investment management, performance measurement, risk management and project governance.

What can I expect to do in this role?

In this role you will:

• Develop and implement frameworks and processes related to IT governance, including investment management, benefits and outcomes measurement and risk management
• Collect and analyze data from various sources to gain actionable insight into IT investments and cost drivers, project outcomes, service quality and benefits realization
• Support the annual Ontario Public Service (OPS) budgeting cycle, working with ministries, clusters and IT service delivery areas to ensure that meaningful, accurate data is obtained to inform the IT planning process
• Provide advice and expertise to senior management with respect to information and information technology governance, planning and corporate policy
• Research, draft, review, edit and publish IT governance documents, briefing materials, presentations, position papers and other products
• Participate in a variety of forums relevant to IT governance, budgeting and financial planning, project oversight and others
• Represent the branch or division in public and private sector forums including conferences, seminars, inter-ministerial committees and working groups

How do I qualify?

Analytical and Problem-Solving Skills:

• You have knowledge of planning and research techniques, including the ability to conduct scans and surveys, analyze and evaluate research data and produce summary reports and recommendations.
• You can critically analyze and evaluate complex IT processes and governance structures, apply appropriate standards and best practices, design assessment methodologies, and make recommendations for improvement.

Project Management Knowledge:

• Project management expertise, required to design and lead strategy or policy development projects, ensuring that business objectives are met within schedule and budget parameters.
• You have strong understanding of project management and associated frameworks such as Benefits Realization Management.

IT Knowledge:

• You have broad knowledge of information technology and specialized knowledge of one or more IT domains such as systems engineering, application development, service management or enterprise architecture.
• You can apply budget development and financial management policies and processes to IT assets, investments and operations.
• You have knowledge of trends and strategic directions in information and information technology, relevant to government services and programs.
• You are familiar with IT governance concepts and industry standards.

Communication, Consultation and Presentation Skills:

• You have exceptional oral and written communication skills, and are able to independently develop and present strategies, proposals, initiatives, issues analyses and briefings.
• You have an understanding of persuasion and negotiation in a large organizational setting, and an ability to generate outcomes involving multiple stakeholders.
• You can develop communication strategies for disseminating, promoting and socializing the work of the IT Governance Branch, and to manage the organizational change impacts of governance processes and structures.
• You can plan and lead strategy or policy development projects, ensuring that business objectives are met on time and within budget.
• You have demonstrated political acuity and are comfortable communicating with individuals and groups at all levels (e.g. up to and including Deputy Ministers).
