The mandate of the Social Assistance Operations Division, Ministry of Children, Community and Social Services, is to design, deliver, support and oversee person-centred, responsive and accountable social assistance services in Ontario, focused on improved outcomes, service quality and sustainability. The division combines policy and delivery expertise with strong partnerships across the Ontario Public Service (OPS), municipal and First Nations Governments and beyond, to achieve its objectives.

What can I expect to do in this role?
As an ODSP Manager, you will:
• Provide leadership and direction in an assigned geographic area/functional process, for the establishment of a service delivery framework for programs and services.
• Provide leadership and supervision to staff within a unionized environment.
• Be a proactive and innovative leader, motivating your team and colleagues across government to deliver exceptional results in a changing environment.
• Lead the development of local strategies and activities that are aligned with emerging priorities and government directions, and compliant with relevant legislation and/or standards of performance, and ensure program integrity and client service.
• Ensure compliance with regulatory, legal, financial, collective agreements and ministry policy commitments.
• Develop and manage effective linkages with community and municipal partners to promote and market the community-based ODSP program.

How do I qualify?
Mandatory
• Proficiency in English and oral and written French at the advanced level.
Leadership and Change Management
• You demonstrate leadership skills and ability to develop, mentor, and empower staff to reach their full potential, as well as hold others accountable.
• You have strong change management skills to manage a team, provide direction to achieve operational goals, and implement and support service delivery changes and initiatives.
• You have knowledge of human resources management, labour relations and dispute resolution processes.
Technical Knowledge
• You demonstrate comprehensive knowledge and experience in existing government and/or non-government services for social assistance recipients and people with disabilities.
• You have the ability to develop knowledge and understanding of government/ ministry financial and administrative procedures.
• You have the ability to acquire knowledge of relevant legislation, acts, regulations, provincial strategic directions, policies, and procedures.
Communication and Stakeholder Relations
• You have excellent negotiation, consultation, communication and interpersonal skills to develop and maintain collaborative relationships with various groups/stakeholders, government organizations and agencies.
• You have strong communication skills to work with clients who often have significant barriers and many with mental health issues.
Project Management and Analytical Skills
• Excellent judgment, decision-making and analytical skills to review, analyze, make recommendations and resolve issues, often of a sensitive and political nature.
• Knowledge of project management principles and methodologies to manage the delivery of program plans, initiatives and goals.
