What can I expect to do in this role?

In this role, you will:

• provide specialist advice and guidance to a diverse client base to ensure the effective and cost efficient procurement of contracted commercial aviation services and goods.
• develop, prepare and review procurement documents, respond to bid and proposal inquiries, evaluate bid/proposal submissions and make contract award recommendations
• contribute to long range planning including identifying opportunities, planning and scheduling contractual requirements
• provide training on procurement policies and contract management

How do I qualify?

Technical knowledge and skills:

• You have superior knowledge of the principles and practices of public service procurement and contract management.
• You have demonstrated work experience and knowledge of tendering processes and policies, procedures and directives.
• You have a good understanding of the aviation industry and the ability to interpret and apply the following relevant legislation, acts, and regulations (i.e. Canadian Aviation Regulations (CARs), Occupational Health and Safety Act (OHSA) and Aeronautics Act) to ensure regulations, capabilities and limitations are incorporated within goods and services contracts.

Planning and coordination skills:

• You have knowledge of long range planning processes and methodologies to lead in the development of operating guidelines and to set priorities for contract and procurement planning.
• You have superior organizational skills to multi-task and set priorities to deliver services under tight timelines.

Analytical and problem solving skills:

• You have well developed analytical skills to apply risk management principles and carry out risk management assessments and analysis.
• You have conflict resolution skills for facilitating solutions to issues arising between the ministry and the vendor community.
• You have demonstrated research and evaluation skills combined with excellent judgment to make sound recommendations and decisions.

Communication and interpersonal skills:

• You have well developed interpersonal skills to consult and liaise effectively with internal and external clients and support services (eg: legal, insurance and risk management).
• You have interpersonal skills to carry out contract negotiations and provide advice and assist with dispute resolution.
• You have the ability to deal tactfully, discreetly and confidentially with diverse clients and officials that have varying views and opinions and within competing areas of professional interests.

Computer Skills:

• You have a high degree of proficiency with computers and various software applications such as word processing, spreadsheets, email and electronic financial information systems and electronic tendering processes.
