Are you a dynamic leader who can inspire staff to perform in a fast-paced environment? Then come join the team in the Ministry of Transportation's Transportation Infrastructure Management Division in the role of Manager, Major Projects Office.

We are seeking a creative, strategic thinker to provide leadership and management associated with all aspects of project delivery including engineering, environmental, property acquisition and construction required for the implementation of large transportation capital infrastructure using the Public Private Partnerships (P3) delivery model.

About us:
The Capital Program Delivery Branch is a distributed Province-wide team that provides functional leadership and management of the provincial highway capital construction program including the core functions of contract oversight and construction management through consultants and in-house staff, quality assurance, payment processing for work completed and other financial management, contract claims administration, and the construction audit function. The Major Projects Office is one key office within the branch focused at collaborating with Infrastructure Ontario and other key partners in the delivery of the P3 Highway portfolio of projects.

What can I expect to do in this role?

Reporting to the Director, Capital Program Delivery Branch, you will:
• Provide leadership, management, and oversight for the planning, implementation delivery of all engineering and construction projects associated with large and complex ministry infrastructure projects.
• Provide leadership and senior level strategic engineering expertise for the development and implementation of creative management processes and systems to implement projects.
• Lead and anticipate policy and legislative change to facilitate major project implementation for such areas as tolling and road technology, back office provision, toll pricing, customer service, property acquisition and other key project enablers.
• Establish effective relationships with Infrastructure Ontario, municipal and other jurisdictions, engineering consulting firms, contractors, elected officials and other stakeholders with the authority to make commitments on behalf of the Director.

How do I qualify?

Mandatory

• Must be licensed with the Professional Engineers of Ontario (PEO).

Strategic Leadership Skills:

• You are a collaborative leader and have incorporated the principles of inclusion and diversity across all elements of your management style.
• You have leadership experience and the ability to inspire, engage, motivate, develop and mentor staff to deliver on results.
• You have expertise in structuring, organizing and managing multiple complex projects, with a proven track record of successful project completion
• You have demonstrated skills in managing financial budgets and human resources, developing multi-year work plans.
• You have had success in motivating and building relationships with a diverse team of highly professional, technical and administrative staff.

Stakeholder Relations, Communication and Negotiation Skills:

• You have experience building and maintaining relationship across the organization as well as external partners in order to gather input and build consensus and deliver on priorities.
• You have good judgement and political acuity to deal with highly visible, complex and politically sensitive issues.
• You have demonstrated consultation, communication, negotiation and presentation skills to provide strategic authoritative advice to senior management and gain consensus on complex issues.
• You have strong communication and political acuity skills to provide guidance and advice to liaise with a variety of people of diverse background and skills.

Technical Expertise:

• You have knowledge of the theories, principles and practices of civil engineering including highway and structural planning and design, environmental assessment, geotechnical design, geomatics and construction practices and land acquisition and alternative delivery models/project delivery.
• You have excellent research, analytical, issues management, and problem-solving skills.
• You have knowledge of relevant legislation (e.g. Public Transportation and Highway Improvement Act, Planning Act, Environmental Assessment Act).
