The BPFSU is seeking an experienced individual to join their team, to lead and coordinate the financial management, controllership and administration responsibilities for all financial processes for the Civil Law Division including over 20 Legal Services branches embedded across the ministries and agencies.
What can I expect to do in this role?
In this Team Lead role, you will:
• Provide expert business, financial, and program-planning advice and analysis to support executive decision-making
• Provide team leadership to assigned staff on major/complex projects and deliverables
• Represent the division on ministry, inter-ministry and intergovernmental committees, task forces, work groups, project teams, and networks
• Lead the development of the fiscal management strategies, budget allocations and expenditure monitoring for the division
• Lead the forecasting process for the division through the financial planning cycle for internal reporting and in-year quarterly reports
• Oversee the day-to-day financial operations, including procurement, accounts payable, accounts receivable and other related operations
How do I qualify?
Financial Knowledge and Expertise:
• You have comprehensive knowledge of the fiscal decision-making process, including multi-year planning and in-year Treasury Board approvals
• You have advanced knowledge of generally accepted accounting principles and practices that will enable you to effectively oversee the day-to-day financial operation and controllership activities in the division
• You have research and analytical skills to deliver recommendations on fiscal issues and provide coaching and guidance to team members
• You have comprehensive knowledge of policies, guidelines and directives to provide advice and expertise regarding the interpretation and application of guidelines and program funding requirements
• You have knowledge of procurement policies and directives, and contract management
• You demonstrate sound judgment and political acuity in assessing complex issues, policies and priorities
Leadership Skills:
• You have leadership skills to lead and support unit staff by setting work priorities
• You can provide guidance and meaningful feedback in support of deliverables and staff learning plans
• You have the ability to lead and manage highly sensitive transformational initiatives
Project Management and Risk Management Skills:
• You have project management and project development skills to lead and/or provide advice on various division initiatives and projects
• You have exceptional organizational and time management skills to effectively manage conflicting deadlines
• You have knowledge of risk assessment and risk management principles to recognize fiscal/financial and controllership risks and make appropriate corresponding business recommendations for improvements or mitigation strategies
Relationship Management and Communication Skills:
• You have demonstrated relationship management skills to engage with clients and stakeholders, and build mutually beneficial working relationships
• You have exceptional written communication skills to translate complex financial and risk management concepts into submissions, business cases, presentations, budgets, training materials, correspondence and other materials resources, as required
• You have excellent oral communication, presentation, negotiation and consultation skills to clearly communicate information and influence all levels of staff
Computer Skills:
• You are proficient with standard desktop computer applications (e.g. word processing, presentations and spreadsheets) and specialized/customized databases/financial information systems, and financial modelling
• You can lead and conduct in-depth analyses, and consolidate complex financial information into standard reports
• You can prepare comprehensive and compelling presentations
