The Ministry of Health, Health Services I&IT Cluster, requires a Senior Systems Analyst Lead Programmer to contribute to growing demands in the Corporate I&IT Solutions and Integration Management Branch.
About UsThe Health Services I&IT Cluster provides information management and information technology solutions that support the business requirements of the Ministry of Health and the Ministry of Long-Term Care and its agents. The cluster enables the Ontario government's I&IT Strategy and plays a leadership role in major business transformation initiatives and infrastructure projects. The cluster is also working to promote the evolution toward a common IT infrastructure for government.

What can I expect to do in this role?
In this position, you will:
• Provide systems analysis, design, development, and testing expertise for a variety of software development and enhancement projects undertaken by the unit.
• Perform maintenance and operational support work for software applications currently in production.
• Use your technical and business expertise to address technical issues and business enquires from end-users.
• Ensure the required standards of quality are met by the incoming data which is loaded in our data repositories.
• Work closely with the business clients as to collect requirements in terms of data extraction, transformation and loading.
• Perform unit testing and system testing tasks at data and application level.
• Develop application operation, maintenance and support documentation.
How do I qualify?
Technical Knowledge
• You have demonstrated knowledge in structured methodologies for development, design, implementation and maintenance of multi-tiered Web based, Client/Server and Cloud-based applications.
• You have knowledge and experience with .Net framework 4.6 and later, C#, VB.NET, ASP.NET, ADO.NET, MVC, DevExpress Controls, JavaScript/JQuery, XML/XSL, JSON, Entity Framework, Web Service, WCF
You have knowledge and experience with software development tools such as Visual Studio, MS Team Foundation Server, IIS, Git and Github
• You have knowledge and experience with relational database technologies (MS SQL 2012 and later), data modelling, T-SQL, stored procedures, tables/views, query optimization.
• You have knowledge and experience in making web application accessible to people with disability (AODA).
• You have knowledge and experience with Azure DevOps, Azure Boards, Repos, CICD pipelines, and testing and deployment automation.
• You have knowledge of Microsoft Power Apps, Power Automate, Power BI; Cloud Native Solution Development, Microservices, Azure Functions; NoSQL database development such as MongoDB.
Analytical Skills
• Your analytical skills enable you to assess IT options for clients and recommend cost-effective solutions, analyze business and system requirements, review technical documentation.
• You have analytical skills to assess the feasibility of solutions in addressing unique problems.
Communication and Interpersonal Skills
• You have demonstrated good oral, written communication and interpersonal skills, which can be used to explain and provide detailed clarification and information to technical and non-technical staff.
