About us:The Ministry of Labour, Training and Skills Development's Employment and Training Division contributes to a prosperous and stable economy by delivering integrated employment and training programs and services.
The division's Finance, Analysis and Systems Support Branch (FASSB) leads financial planning, corporate reporting and risk management exercises; provides a comprehensive suite of dynamic reporting and analytic products; and works with Ministry and I&IT Cluster partners to manage the development, enhancement and maintenance of the division's business information systems and digital business models. What can I expect to do in this role?
In the Project Officer role, you will:
• help make our digital solutions easier and more accessible for Ontarians
• contribute to the testing for digital solutions
• research data, user needs, and business processes
• create materials and technical documents to support technical solutions and business knowledge
• take a human-centred design approach to identify gaps in digital solutions
• write user stories and client pathways to help understand the needs, and create acceptance test-case scenarios to test system functionality
• support projects by documenting engagement discussions, project meetings, and decisions
• analyse issues, and provide advice to IT staff and users
NOTE: Periodic travel within province may be required
How do I qualify?
Technical Knowledge
• You have proven experience and knowledge of the system development life cycle, agile delivery and human-centred designing digital solutions, and delivery of testing and training sessions for business user areas.
• You demonstrate the ability to acquire and apply knowledge of division business and user processes to ensure user needs are considered in recommended solutions.
• You have knowledge of emerging technology used within digital solutions.
• You have proven experience and knowledge conducting functional system and user acceptance tests to test the functionality of technical changes in developing conditions, scripts and test cases.
Project Management and Implementation Skills:
• You have knowledge of project development and implementation processes and techniques to conduct and support technology projects.
• You have experience analysing data, identifying gaps in user needs, executing system test cases and identifying system defects.
Analytical and Problem-solving Skills:
• You have the ability to assess existing policies, procedures and digital solutions to recommend options and provide status reports using standard project planning and reporting tools.
• You have the ability to identify user needs and develop the business requirements for proposed systems including analysing and determining the data/information requirements and related business process requirements.
• You have demonstrated skills in investigating operational problems, error reports, data problems and similar issues, and determining and assessing the cause of problems and issues, and recommending correction.
Oral and Written Communication Skills:
• You have strong written communication skills to prepare correspondence, assess and improve the format of written material as well as develop and prepare training documents and system test cases.
• You have demonstrated presentation, coaching, and facilitation skills to deliver system training.
Interpersonal and Consultation Skills:
• You have interpersonal and consultation skills to prepare reports and recommendations, assist in developing accurate and complete project development and implementation plans and obtain/provide information to other team members, areas, and stakeholders.
• You have the ability to provide consultative service to division staff and other areas regarding existing and proposed digital solutions.
• You have demonstrated the ability to provide advice and guidance to staff on stakeholder engagement activities.
Computer Skills:
• You have knowledge of computers and software applications in order to operate and manipulate applications and systems data.
