If so, then consider the opportunity to serve as a Regional Hub Manager for our First Nations Services division.

OCWA is seeking a proven, results-oriented manager, who has a strong understanding of First Nations, as well as experience in working with First Nation communities and organizations. This position will provide strategic leadership and overall management of OCWA operations to ensure the delivery of safe, reliable, cost effective, water and wastewater treatment and related services to First Nations clients

Note: candidates can choose to work out of a designated location within our Northern Ontario Region.


About the job

As the Regional Hub Manager, First Nation Services, you will:
• Support OCWA's Executive Team in developing and implementing OCWA's First Nations strategy.
• Develop and lead relationship -building approaches that result in meaningful partnerships and ongoing engagement with First Nation communities and organizations in Ontario.
• Develop and oversee business unit strategic and financial plans; developing multi-year strategic plan, budgets and resource plans.
• Lead a team to address water emergencies, including in some remote fly-in communities in a 24 hour/7 days operation.
• Be accountable for the business unit's health and safety performance and regulatory compliance.
• Be accountable for financial performance and ensure client retention, growth and profitability.
• Oversee client relationship management, including meeting contractual obligations in the business unit.
• Lead the team to identify business opportunities and deliver comprehensive water and wastewater operations, management and advisory services to clients.
• Manage human resources through effective leadership of the team.
• Integrate and implement OCWA's strategies, policies, programs, guidelines and procedures across the business unit.
• Participate as a member of OCWA's Senior Leadership Team and actively contribute to the development and evaluation of client service objectives, business plans, performance measures, and issues management strategies.

Knowledge of First Nations:

• You are familiar with First Nations communities and organizations in Ontario, including governance protocols, policy priorities and perspectives.
• You understand the historical, social, economic, legal, and political context underlying Indigenous policy development and government relations.
• You are familiar with engagement principles and protocols relevant to First Nations and you have experience working with First Nations communities and organizations to gather input and build consensus.

Communication and Relationship Management Skills:

• You have exceptional client focused communication, with an emphasis on First Nations clients, and understanding of First Nations history, culture and water issues and desire to learn more.
• You have strong relationship building skills to develop meaningful relationships and ongoing engagement with Indigenous communities and organizations.
• You take a collaborative approach to working with ministry staff and stakeholders, and cross-government partners to advance common goals.
• You demonstrate political acuity, judgement skills to anticipate and manage contentious issues and to identify mitigating strategies.
• You have experience proactively responding to client business goals, as well as economic/market environmental changes that impact long-term business plans.

Technical Skills and Knowledge

• Knowledge of First Nations communities, history, culture and issues; Federal and Provincial policies and frameworks, applicable legislation.
• Knowledge of the theories, practices and technical details of processes/techniques in the continuous operation of multi-site, technically complex water and wastewater treatment facilities on a 24x7 basis.
• Knowledge and understanding of SCADA systems and alarm monitoring, Computerized Maintenance Management Systems (CMMS) and applicable financial programs for budgeting and presentations.
• Good working knowledge of federal, provincial environmental and health and safety legislation, regulations, codes, standards and amendments to comply with mandatory requirements for environmental and human health, safety and security.
• Ability to conduct research and gather relevant information to develop clean water and wastewater treatment service options for meeting future requirements resulting from economic growth.
• Preference given to individuals that hold valid Operator Licenses and that can be designated the ORO of the facilities.
• Class G Driver's license.
• Frequent travel may be required.

Other Essential Skills:

• You have knowledge of financial resources management to develop and manage department budget.
• You have knowledge of procurement policies and procedures to oversee all stages of acquisition of goods and services and prepare RFQs and RFPs.
