We are seeking a dynamic, results-oriented individual to provide strategic and people-focused leadership to help support Indigenous consultation, engagement and communications for complex, intra/inter-ministerial transportation related operational policy initiatives. As the Manager of the Partner and Relationships Office you will play a vital role in supporting the Ministry of Transportation by providing leadership to a team that supports staff across the province and ministry divisions, fostering collaboration and providing advice on mutual priorities and addressing emerging issues with Indigenous peoples and their communities.

About Us:
The Indigenous Relations Branch supports the Ministry of Transportation (MTO) in making decisions that are respectful of the honour of the Crown and reflect integrity and good faith in all dealings with Indigenous peoples. Helps ministry to consider Indigenous peoples' interests in the delivery of all its work and to ensure the ministry's legal obligation to consult with Indigenous communities are fulfilled. The Manager will lead a team of skilled professionals who provide strategic guidance, engagement advice to support fostering meaningful relationships with Indigenous communities.

• Partners within the various divisions across the ministry, particularly those developing or implementing policies, projects and programs that have implications or considerations for Indigenous peoples
• Indigenous communities and organizations
• Partners within the OPS, including Indigenous Affairs Ontario and other lands/resource ministries

What can I expect to do in this role?

In this role, you will:

• Provides strategic advice and support to all divisions to meet mandate and legal obligations.
• Promote an inclusive team approach to accomplishing priorities through employee engagement, coaching, mentoring and training.
• Lead, consult and oversee partnership development with Indigenous partners and communities.
• Provide expertise and advice to senior management and staff to lead and direct stakeholder and Indigenous partner relations and the ministry's federal-provincial relations, consultations, engagement and facilitation.

How do I qualify?

Leadership and Management Skills:

• You have demonstrated strategic leadership and change management skills and experience to inspire, engage, motivate and develop professional staff in achieving results on high-profile initiatives.
• You are an inclusive leader who values and creates a culture of diversity, inclusion and equity in the workplace.
• You demonstrate evidence-based decisions in an environment of continuous improvement, creativity and excellence.
• You have knowledge of human resources, including succession planning, talent management and employee relations.
• You have excellent analytical and strategic thinking skills along with a strong sense of political acuity to deal with a variety of sensitive issues and expertise in balancing competing interests.

Knowledge of Ontario's Indigenous Communities and Organizations:

• You have practical and operational experience with Ontario's Indigenous communities and organizations.
• You have a sound understanding and awareness of Indigenous culture, values, and traditions, in particular the historic and current state of Indigenous affairs in Ontario and treaties landscape.
• You know policies, legislation, trends and issues affecting Indigenous peoples of Ontario.
• You can acquire knowledge of government strategic direction and objectives relating to Ontario's Indigenous peoples in order to provide strategic support and direction.
• You have knowledge of Indigenous peoples' governance structures to support effective engagement, consultation and accommodation.

Communication, Consultation and Relationship Management Skills:

• You have strong written and oral communication skills to prepare and deliver Cabinet submissions, briefing materials, presentations and correspondence to senior decision-makers, clients, stakeholders and Indigenous communities or organizations in a clear and concise manner.
• You have demonstrated experience using consultative techniques to build strong linkages with Indigenous partners and stakeholders.
• You have demonstrated experience communicating complex and sensitive information to senior leaders.
• You have demonstrated judgement and political acuity to recognize and take into account sensitive political situations when engaged with Indigenous partners, internal and external stakeholders, and/or internal/external stakeholders.
• You can provide strategic advice to clients across the ministry on matters relating to Indigenous affairs, including partnerships and engagement, consultation, program and policy implementation, etc.

Technical Expertise:

• You demonstrate innovative thinking and have strong political acuity, issues management and problem solving skills.
• You have knowledge of risk management strategies, issues analysis and political acuity to provide recommendations to senior management.
• You have knowledge of strategic planning, policy development and decision making structures in the public service.
• You have proven experience designing, testing, and implementing business process improvement initiatives.
