About Us

The Land and Resources I&IT Cluster (LRC) is one of eight clusters in the OPS formed to provide groups of ministry partners with all their information technology needs. LRC partners with the Ministries of: Indigenous Affairs; Agriculture, Food and Rural Affairs; Environment, Conservation and Parks; Northern Development, Mines, Natural Resources and Forestry; and Energy.

LRC works with program areas in each of the ministries to understand their business needs and develop technology solutions that enable business transformation and digital public service goals and objectives.

The LRC works closely with other clusters and the Office of the Corporate Chief Information Officer (OCCIO) within the Ministry of Public and Business Service Delivery to enable shared technology solutions and common infrastructure for the benefit of all ministries.

What can I expect to do in this role?

In this Project Manager role, you will:

• lead multi-disciplinary project teams for large and complex information technology programs and projects to meet the strategic goals and business objectives of the Land and Resources Cluster clients
• manage the projects from concept through planning, definition, implementation and completion using accepted professional (e.g. Project Management Institute) and Ontario Public Service project management methodologies
• collaborate with Ontario Digital Service and lead Digital First Assessments (DFA) to take a user-centric approach to delivering modern solutions in alignment with the Digital Service Standards (DSS)
• ensure project deliverables meet client's business requirements on time, within scope and on budget, by leading and managing technical delivery teams
• provide technical expertise and leadership in risk and issues management and in implementing best practices
• direct and oversee the project staff to ensure that all timelines and directions are being followed within the scope of the program/project and within resources assigned
• develop, foster and manage effective and collaborative working relationships with clients, vendors, suppliers, colleagues and working teams

How do I qualify?

Leadership and project management expertise:

• You demonstrate knowledge and skills in managing and delivering concurrent medium and large scale, technically complex projects across a range of enterprise technologies.
• You can develop project charters and project plans, guide definition of goals, deliverables and scope working with internal clients, stakeholders and I&IT specialists.
• You have strong understanding and experience of agile methods and frameworks to form project teams that create innovative solutions
• You have comprehensive knowledge of Digital Service Standards (DSS) and the Service Design Playbook
• You ensure project completion in accordance with the project plan, effective use of human, technical and financial resources, adherence to technical standards, and compliance with corporate I&IT policies, directives and strategies.
• You have the ability to identify, monitor and manage risks and issues through to resolution or mitigation.
• You can effectively manage requested changes, identifying impact of change and revising work plans, schedule, and project budget to implement approved changes.
• You possess team leadership skills to develop and sustain effective technical teams and foster cooperation with business partners and stakeholders.
• You possess practical skills to apply both traditional and/or Agile project management to deliver innovative solutions to create business value and achieve project success.

Technical knowledge and skills:

• You have comprehensive knowledge and skills in managing and coordinating all phases of I&IT projects and
are knowledgeable in IT project delivery methodologies (e.g. waterfall, agile, hybrid).
• You have awareness of OPS I&IT strategies, plans, standards and directives, to ensure project compliance.
• You have project-relevant knowledge of emerging technologies, technology development, implementation, operations management and security in order to assess client needs, lead projects and advise on I&IT options.
• You possess proficiency in the use of common office software and project management tools (e.g. MS Project, Planview, MS Project, JIRA) for planning and tracking deliverables and projects.
• You have knowledge of and ability to understand and interpret software architecture and design concepts.

Communication, consultation and negotiation skills:

• You possess communication and interpersonal skills to negotiate, collaborate, articulate and communicate effectively with a wide variety of decision makers.
• You can provide specialized advice and expertise to client groups on the use and cost-benefits of information technology in business planning and can provide expertise for the development of business cases
• You possess the relationship management skills, to discuss and resolve issues with client groups, IT partners, internal committees and stakeholder groups and recommend specific courses of action

Financial and procurement knowledge and skills:

• You have proven financial planning and controllership skills to estimate and manage project budgets.
• You are knowledgeable of procurement practices and procedures to ensure compliance in managing the acquisition of software solutions, hardware and services.

Judgement and analytical skills:

• You have analytical skills and judgement to assess clients' business needs, determine priorities, determine optimum systems solutions to meet client/user needs, assess risks and develop solutions.
