As the Regional Program Services Manager, you will be responsible for planning, directing, managing and evaluating all business operational support services, including strategic and operational planning, financial management, controllership, human resource management, communications, information technology, business continuity, contingency planning and general administration services for the South West Regions.

*Note: The successful candidate will be required to travel between Hamilton and St. Catharines Offices.

What can I expect to do in this role?

In this challenging role, you will:

• Provide leadership, advice and expertise in the provision of strategies and operational plans to ensure that the ministry benefits from the most cost-efficient, effective and ethical processes and use of resources in delivery on its mandate with respect to strategic program/business support.
• Develop and oversee ministry strategic plans in the program area and provide advice and expertise to executive levels on issues impacting the OPS and ministry service deliverables.
• Lead business, financial, and results-based planning processes for ministry programs/operations and services.
• Establish and maintain strong working relationships with key partners and stakeholders to ensure timely and accurate information flow and identification of issues
• Present and advocate the ministry's position at various forums.
• Ensure compliance with legislative statutes, government and ministry policies, directives, guidelines and commitments related to programs and services.
• Work with corporate divisional management team across the province on special projects.
• Develop networks and ensures connections with key business partners, decision-makers, leaders and influencers in obtaining their active commitment and support by communicating strategic directions and managing engagement initiatives.

Strategic and Management Leadership:

• You have the ability to manage a team by building trust, communicating values, strategies, expectations, and promoting an engaged and inclusive environment.
• You can exercise managerial and strategic leadership accountability and authority in the areas of organizational design, recruitment and retention, talent management, labor relations and compensation related matters.
• You have a strategic, team-focused leadership style to deliver on integrated operational and program objectives while facilitating a positive and productive working environment in a time of continuous change.
• You demonstrate knowledge of policy development to manage/influence the development and implementation of the ministry policy and procedural framework and provide authoritative interpretation.
• You demonstrate the leadership behaviors, attributes and mindsets to lead the OPS into the future.

Technical Knowledge and Experience:

• You demonstrate knowledge of policy development to manage/influence the development and implementation of the ministry policy and procedural framework and provide authoritative interpretation.
• You have demonstrated knowledge of and can interpret/apply relevant human resources legislation, policies, directives, and collective agreements.
• You have demonstrated knowledge of financial management, controllership and administration and can interpret/apply relevant policies, procedures and directives.

Program Delivery and Business Acumen:

• You demonstrate knowledge of project management principles and methodologies to oversee and guide the overall delivery of mandates and strategies.
• You demonstrate knowledge of strategic planning and issues management skills to provide strategic expertise and recommend mitigation strategies addressing challenges/issues that may negatively impact business improvement for program delivery.
• You are knowledgeable in change management theories and practices to lead initiatives, engage staff and stakeholders in the process and implement operational, policy and process changes to improve service delivery.

Relationship Management and Communication Skills:

• You have demonstrated superior written, oral and interpersonal skills and can influence and negotiate with partners and stakeholders to find collaborative solutions to complex issues.
• You have demonstrated stakeholder management skills with the ability to establish and maintain relationships of trust with senior management, clients and partners.
• You can effectively manage expectations and anticipate and resolve major obstacles and conflicts.
