The Transfer Payment and Divisional Finance Branch within the Corporate Management and Services Division in the Ministry of Education (EDU) is seeking two leaders to join their teams as Manager, Financial Services.

Transfer Payment and Divisional Finance Branch @ EDU
The Transfer Payment and Divisional Finance Branch (TPDFB) provides direct management and oversight on transfer payment operations, contract management and divisional finance. The branch is responsible for planning activities, in-year expenditure management, and reporting and controllership activities. In addition, the branch serves senior executives with financial advice and recommendations as it relates to client division financial and procurement activities.

The two opportunities within TPDFB:
• Manager, Finance Unit A located in Toronto (315 Front Street West).
• Manager, Finance Unit B located in either Toronto (315 Front Street West) or Milton (255 Ontario Street South).

Please note: attendance at the Toronto office for Manager, Finance Unit A and either Toronto or Milton for Manager, Finance Unit B will be required in alignment with OPS' current hybrid work model, pending the SOC's announcement regarding the future of hybrid work.

What can I expect to do in this role?

Finance Unit A is responsible for financial management and oversight of three client divisions, including performing financial transactions , month-end and year-end activities, and consulting on Treasury Board Secretariat led planning and in-year exercises (e.g., Strategic Planning Process, Quarterly reporting). The unit also leads the review of Transfer Payment Agreements to confirm alignment with government financial policies.

Finance Unit B is responsible for financial the financial management and oversight of one client division, including services for the Provincial and Demonstration Schools branch. The unit also leads procurement planning activities and provides procurement services for the Provincial and Demonstration Schools branch.

As the Manager, Financial Services, you will:

• lead the provision of a full range of financial services and related reporting, including financial planning, forecasting, monitoring, and controllership requirements.
• manage the development and implementation of operational processes and mechanisms for the timely and accurate reporting of the ministry's expenses and funding.
• lead the provision of expert advice regarding policies, best practices, resource management, and the resolution of issues associated with the management of financial resources.
• build and maintain key linkages across the ministry, with other ministries and stakeholders as the key strategic advisor on divisional financial and transfer payment activities.
• provide leadership and expertise to executive and senior management on financial planning issues, initiatives and projects.
• manage, lead and coach a team of professional staff, while ensuring an inclusive and collaborative work environment.

• You have professional accounting and financial management knowledge equivalent to the level of CPA designation to ensure compliance of ministry transactions and provide expert advice on the financial implications of strategic decisions.
• You have expertise in internal control frameworks to monitor processes and activities that have potential financial implications.
• You have expertise in risk management methodologies and techniques to identify, analyze and assess risk to the client, to mitigate risks and to develop/recommend options and solutions.
• You have knowledge and familiarity with practices related to legal contracts such as procurement contracts or transfer payment agreements.
• You have knowledge of procurement principles, methods and practices to provide advise and guidance to clients.
• You have expertise in project management methodologies and practices to ensure tasks are performed within timelines and resource requirements.
• You have analytical and strategic thinking skills to support decision making and set strategic direction for finance and accounting functions.

Communication and Relationship Management Skills

• You have advanced issues management skills to provide briefings and presentations to senior leadership, making recommendations and taking action where appropriate.
• You have excellent communication, consultation, negotiation, and relationship management skills to work horizontally with internal and external partners to build and execute business strategies.
• You have a high level of political acuity and demonstrated experience managing sensitive and contentious issues.
• You have experience collaborating, building and maintaining effective and lasting relationships with clients, project teams, and external consultants/partners in order to gather input, build consensus and deliver on priorities.
• You communicate information with clarity and enthusiasm resulting in a shared understanding and commitment by internal and external stakeholders.
