The Ministry of Transportation (MTO) is looking for an individual who is interested in providing engineering, technical and contract management expertise to lead and coordinate the ministry's delivery of highway operations related to maintenance, minor capital construction programs and projects, and corridor management.

What can I expect to do in this role?

In this role, you will:
• lead and direct technical staff in the provision and coordination of engineering, technical, and contract management expertise
• provide expert technical expertise to resolve complex and contentious issues, engineering problems, and contract disputes
• lead and coordinate the review and development of recommendations for proposed change orders, claim settlements, and corridor management projects
• lead, coordinate, and participate in negotiations with consultants, contractors, developers, and municipalities
• lead, and coordinate end-to-end aspects of the delivery of complex medium- to large-scale multi-disciplinary and multi-year projects and activities

NOTE: The headquarters of the vacancy are at 447 McKeown Ave, North Bay; however, pending the results of the competition, consideration will be given to the successful candidate to allow them to work out the following MTO offices (location will be based on the successful candidate's current home or work address and operational needs): 447 McKeown Ave, North Bay or 207 Main St W, Huntsville or 500 Rockley Rd, New Liskeard or 70 Foster Dr, Sault Ste. Marie or 3767 Hwy 69 S, Sudbury.

How do I qualify?

Mandatory

• The position requires the successful candidate to have a valid class G driver's licence or equivalent. The offer of employment is conditional upon the successful candidate providing proof that they have a valid driver's licence upon being hired.
• You are a Professional Engineer, licensed with Professional Engineers Ontario (PEO).

Leadership Skills

• You have leadership skills to effectively build and lead teams of technical staff and consultants representing various areas of expertise
• You can identify and successfully resolve complex and contentious issues, including coordination of specialized engineering and technical requirements
• You can provide engineering and contract management guidance and mentorship to colleagues to negotiate disputes and resolve issues
• You can lead and coordinate end-to-end delivery of complex projects and activities

Civil Engineering and Technical Knowledge

• You have knowledge of civil engineering theories, principles and practices applicable to design, construction, and maintenance of highway facilities
• You have knowledge of highway corridor management and transportation and land use planning
• You have knowledge of provincial acts and regulations applicable to highway construction, maintenance, and corridor management
• You have knowledge of administrative and engineering policies, procedures and standards governing highway design, construction, maintenance and contract administration

Contract and Financial Management Knowledge and Skills

• You have knowledge of contract management policies, procedures and practices to administer construction and maintenance contracts and consultant assignments
• You have knowledge of contract claims and contract law/principles to negotiate and resolve contract disputes/claims
• You have knowledge of financial and administrative procedures/processes and procurement policies, procedures, and practices

Analytical and Problem-Solving Skills

• You have analytical skills to assess and resolve complex and multi-faceted contentious engineering and contractual issues
• You can research and synthesize information to develop recommendations on complex engineering and contract management matters
• You can identify and mitigate impacts to provincial highways associated with complex proposals
• You can evaluate conformance to ministry requirements and adopt or modify existing methods and/or procedures to develop alternative solutions

Communication and Relationship Management Skills

• You have communication skills to communicate persuasively and tactfully with senior representatives of the ministry, other ministries, governments, developers, public utility companies, contractors, consultants, municipal officials, other agencies and the public
• You can develop and maintain effective working relationships with stakeholders
• You can prepare and present complex technical and sensitive materials to obtain endorsements for recommended proposals
• You can discuss controversial or sensitive issues with a high degree of political acumen
