The Ministry of the Solicitor General, Ontario Provincial Police, and Career Development Bureau are seeking a collaborative leader to join our Uniform Recruitment unit. In this exciting, rewarding and challenging opportunity, you will lead and manage strategic marketing communications planning for the ministry. You will lead a team of communications professionals to provide communications advice and expertise, and to develop, implement, and evaluate strategic marketing programs in support of ministry priorities. You will provide program leadership and manage the development and implementation of a fully integrated marketing communications program of the ministry to increase province-wide public awareness of the ministry programs/initiatives and to stimulate behavior change. You will act as the key marketing & communications expert focusing on marketing strategy, public relations, paid social media, online advertising, traditional advertising, accessibility standards and the OPS Diversity Strategy.

** Note – This is an operational position requiring a high level of engagement with members and stakeholders. The successful applicant will be required to report to General Headquarters in Orillia to perform their duties in accordance with Ontario Public Service workplace policies.

Ontario Provincial Police's (OPP) Uniform Recruitment Unit is a part of Career Development Bureau and is responsible for hiring hundreds of new recruits and experienced police officers each year. The 80-person team includes recruiters, administrators, psychologists, social media and outreach coordinators and background investigators. Uniform Recruitment works closely with other program areas in order to support their staffing needs. This includes Human Resources, Civilian Data Entry, the Provincial Communications Centres, the Auxiliary Program and the Special Constable Program. In addition to sharing best practices related to the uniform hiring process, Uniform Recruitment also supports these program areas through social media and outreach, including information sessions and other recruitment events.

What can I expect to do in this role?

To lead and manage strategic marketing communications planning for the ministry.

How do I qualify?

Knowledge, Skills and Abilities:

Knowledge/Understanding:

Knowledge of branding and marketing communications principles, techniques and best practices to develop and implement effective programs and initiatives that will achieve desired results.

Knowledge of media relations, social media and marketing analysis techniques to assess public reaction, media perceptions and opinions on ministry strategies, projects and initiatives. Knowledge of roles of various communications channels (i.e. advertising, promotions, online/new media, public relations, etc.) to maximize opportunities and target audience.

Knowledge of industry trends/research to evaluate appropriate strategies, tactics and success in raising public awareness of campaigns, messaging and information content.

Program Responsibility:

Responsible for leading and managing the development, implementation and delivery of marketing communication and social marketing strategies, plans and initiatives that will position ministry as a leading-edge organization in the delivery of cost effective, value-added services to clients across the province.

Analytical Thinking:

Ability to measure and evaluate the effectiveness of the marketing communication and social marketing programs through external and internal research that lead to development of insights and recommendations to improve the effectiveness of programs.

Ability to oversee research and analyze initiatives, interpret findings, analyze implications and develop strategies to deal with unique situations related to marketing communication strategies, policies. Ability to evaluate strategies, tactics and success in raising public awareness of campaigns, messaging and information content; identifies shortfalls and measures overall ministry communications effectiveness.

Planning/ Coordinating:

Ability to coordinate and lead the planning and implementation of organizational development and complex change initiatives for the program, service, project or initiative.

Leadership / Guidance:

Ability to develop, build and lead organizational capacity through positive and values based leadership, inclusive and engaged teams, and partnerships. Frames program vision and strategy for services, programs or operations. Exercises managerial and strategic leadership accountability and authority in the areas of organizational design, recruitment and retention, talent management, labour relations and compensation related matters.

Independence of Action:

Ability to demonstrate considerable judgment and creativity is exercised in leading the development and implementation of successful strategies critical to changing public attitudes and acceptance of new innovations in delivery of cost effective, guaranteed public services.

Interpersonal / Communication:

Ability to deliver presentations, lead/conduct consultations and provide expert advice on proposed strategies, plans and objectives to ministry senior management/executives, target groups, stakeholders, media and other government ministries.

Strong interpersonal, written and oral communications skills. Ability to develop and foster effective partnerships through political acuity and effective communication, negotiation and relationship management skills.
