Emergency Management Ontario (EMO) is responsible for monitoring, coordinating and assisting in the development and implementation of emergency management programs across municipalities and ministries and for ensuring that those programs are coordinated in so far as possible with emergency management programs and emergency plans of the Government of Canada and its agencies. EMO fulfills this provincial coordination role by assisting provincial ministries and communities in the development and implementation of their mandatory emergency management programs, and by maintaining the overall provincial emergency management program. EMO is organized into three divisions: Operations and Response Division, which includes the Field Operations and Provincial Emergency Response Centre sections; EM Preparedness and Planning Programs Division, and the EM Strategy, Monitoring and Intelligence Division.

What can I expect to do in this role?

In this role, you will:

• provide leadership, coordination, direction, guidance, and expertise to EMO Provincial Emergency Operations Centre section members
• fill leadership roles in the Provincial Emergency Operations Centre response organization, including the role of section Chief (Operations, Planning, Logistics, Finance/Administration)
• provide leadership and support in the development, implementation and monitoring of emergency management programs and handling of emergency management issues
• maintain an overview of program activities, identifying trends/patterns, reporting and advising Program Manager of issues of significant impact
• lead complex, specialized group projects under the leadership of Program Manager
• provide input into the development/revision of legislation, regulations, policies, plans, procedures, standards, guidelines and best practices
• research and/or prepare logs, reports, correspondence, briefing and issue notes, presentations; develop and present training and public education materials and programs to various stakeholders

Please note:
• The position requires working extended and irregular hours and/or shifts with minimal or no notice, particularly during emergencies and exercises.
• There may be requirements for travel (sometimes on short notice due to emergency situations), mainly within Ontario, but also within North America.

How do I qualify?

Mandatory

• You must have a valid class 'G' driver's licence or equivalent, as recognized by the Province of Ontario. The offer of employment is conditional upon the successful candidate providing proof that they have a valid driver's licence upon being hired.
• The position requires that the incumbent wears a uniform and personal protective equipment, in accordance with the Occupational Health and Safety Act.

Emergency management expertise:

• You have expert knowledge of emergency management theories, legislation and principles (i.e. the Emergency Management Framework or Doctrine for Ontario, Incident Management System, Hazard Identification and Risk Assessment).
• You have knowledge of risks and hazards to communities, natural, technological and human caused (chemical, biological, nuclear, etc.) to identify risks, implications and to provide appropriate and timely advice.
• You have experience in coordinating the emergency management response to incidents and emergencies, and have extensive knowledge and understanding of the resources and capabilities available to support emergency management response in Ontario.

Communication and interpersonal skills:

• You have proven communication, interpersonal, and presentation skills to: convey legislation, regulations, policies, procedures and guidelines to a variety of internal/external stakeholders; record and maintain chronological records of incidents and emergencies; deliver lectures, seminars and attend meetings with stakeholders.
• You demonstrate tact, diplomacy and political acuity to facilitate issues resolution.

Analytical and problem-solving skills:

• You have the demonstrated ability to use sound judgment in critical situations and proven analytical skills to assess and provide advice in emergency situations as well as assess and evaluate proposals.
• You can identify and analyze issues and trends and recommend solutions to address operational and corporate planning needs.

Leadership skills:

• You have team leadership skills to provide supervision and guidance to staff, assess performance, identify and develop training to meet staff development needs, and ensure safe working conditions.
• You have demonstrated ability to lead and manage projects and coordinate financial and human resources effectively to ensure success of operational activities.

Cultural sensitivity and understanding:

• You have an understanding of Indigenous communities in order to respond effectively to emergencies that affect these communities, as well as provide support in emergency planning.
• You have demonstrated cultural sensitivity to relate with people from diverse cultural backgrounds, particularly Indigenous stakeholders.

Technology proficiency:

• You are proficient with common office productivity software such as word processing, presentation, spreadsheet, database, email and internet applications.
• You have the ability to use audiovisual technologies and communications equipment.
