The Ministry

Ministry of Health is responsible for administering the health care system and providing services to the Ontario public through such programs as health insurance, drug benefits, assistive devices, mental health and addictions, home care services, community and public health, health promotion and disease prevention. It also regulates hospitals; operates psychiatric hospitals and medical laboratories; and coordinates emergency health services.

The Branch
The Primary Health Care Branch (PHCB) enhances the primary health care sector by providing primary health care expertise and strategic advice to ministry partners and external stakeholder groups to improve equitable and timely access and population-based primary health care.

What can I expect to do in this role?

Your role will include:
• Providing program leadership, advice and expertise in development, negotiation and management for a portfolio of health care providers and institutions
• Providing expertise in the resolution of contentious issues
• Planning, analyzing and developing related funding requirements for Strategic Planning Process (SPP) and in-year funding purposes
• Developing and/or contributing to design and development of operational policies, guidelines and procedures
• Serving as program specialist for an area of programs/models and providing advice and expertise
• Coordinating/preparing a range of analyses/communications to support issues management
• Preparing legislative documentation, undertaking program and privacy risk assessments and drafting guidelines, interprovincial agreements and cabinet submissions
• Developing/maintaining critical external stakeholder relationships such as healthcare organizations

How do I qualify?

Program Knowledge and Skills

• You have demonstrated business planning skills to plan, analyze and develop program requirements and proposals
• You have applied knowledge and skills in contract management, systems and processes to ensure contract enforcement, performance management and to manage related operational issues
• You have the ability to understand, interpret and apply knowledge of government priorities and directions regarding primary health care delivery, funding systems, health care management and budget development
• You have knowledge of policy and program development principles and evaluation techniques to assess the effectiveness of new/changed programs

Research, Evaluation and Analytical Skills

• You demonstrate sound judgment, sensitivity and a high degree of political acuity.
• You can assess the effectiveness of policies/programs against Ministry initiatives and goals.
• You have knowledge of research and project management techniques to conduct qualitative/quantitative research studies, analyze trends and evaluate best practices.
• You can interpret and apply policy, procedures and legislation.

Relationship Management and Facilitation Skills

• You have expertise in creating and managing complex stakeholder relationships.
• You can work collaboratively to resolve issues, negotiate changes and shifts in priorities.
• You can lead consultations with stakeholders ensuring a shared understanding.

Communication Skills

• You can respond to issues, provide recommendations and prepare reports using standard computer software.
• You can create, lead and present briefings on complex issues analysis to senior management.
