The Labour Relations Solutions Division is looking for performance-driven and innovative professionals to bring their proven expertise in any of the following areas to the role of Senior Analyst:
• Low-code software (e.g. Salesforce) and/or web development
• Data analytics and visualizations
• Digital and business process transformation utilizing AI/machine learning, robotic process automation
• Project management utilizing methodologies such as Agile, Scrum, and Lean
• UX/content design and technical writing

What can I expect to do in this role?

In this role, you will:
• Lead digital analytics and provide a comprehensive range of technical and business analysis services
• Provide reporting solutions, analytical expertise and technical leadership for data mining and reporting initiatives within the ministry, across the OPS and to external stakeholders
• Provide project leadership and expertise in the planning and execution of the design, analysis, interpretation and reporting of all client-facing labour relations services and program data
• Lead broad digital and data solutions and various projects, programs and modernization initiatives, applying a user-centric lens
• Provide technical data and reporting leadership and guidance to external consultants, stakeholders, clients, and policy and project staff across the ministry, and other ministries
• Lead and conduct user research and user experience sessions that support client-centric delivery of digital, public-facing solutions
• Lead and conduct complex business-led data reporting activities, including data collection, analyses, preparation and management to support policy and program development and implementation of employment and training initiatives.

How do I qualify?

Technical Knowledge and Skills:

• You have knowledge of I&IT technologies/trends, data warehousing, databases, and data services and products
• You have knowledge of networks and network-based services, text-based systems, data stores, transformation methodologies, repositories, low-code/no-code platforms, business intelligence and business analysis software/tools/methodologies to support tools and systems for classifying and ensuring accessibility of information to community
• You have knowledge of business process design to leverage automation toolsets and process improvement methodologies to solve business problems
• You are proficient with standard software programs and tools, and statistical software packages for data management and analysis

Analytical and Research Skills:

• You have knowledge of the principles and methods of quantitative and qualitative research and analysis methodologies, including the use of computer systems and software
• You are able to undertake analysis of trends, system modelling, and evaluation of best practices, options, costs, and impacts
• You have knowledge of the theories, principles, and methodologies of research, and statistical analysis techniques to design, conduct, and consult on research projects and issues, and interpret statistical information

Business Knowledge:

• You have knowledge of provincial labour relations legislation and an understanding of its application
• You have knowledge of other jurisdictions' labour legislation to prepare reports, research and analysis of specialized collective bargaining and labour relations data, and drive future collaboration opportunities with other jurisdictions
• You have knowledge of provincial and ministry strategic direction to assess the impact of findings on policy/program development
• You have knowledge of government decision-making and accountability frameworks, including the role of the central agencies, business planning processes, program monitoring and reporting, and allocations processes
• You are able to design and conduct program evaluations and support the accurate reporting of employment and training program performance data
• You have knowledge of financial, administrative and procurement policies to lead procurements

Project Management and Leadership Skills:

• You have demonstrated knowledge of project management techniques to plan and lead complex business-led digital service delivery and data reporting projects
• You are able to provide technical guidance to teams and divisional staff in the application of sound analytical methodologies and resolve technical problems/issues
• You are able to provide project coordination and guidance to the team of coordinators, management, external consultants, stakeholders and clients for implementation of the project across the province
• You can provide advice and change management expertise to senior management and stakeholders on project status, and business processes

Relationship Management and Communication Skills:

• You can develop documentation on functional business requirements, high-level project plans and mapping of business processes
• You have experience presenting technical business proposals to senior management
• You have demonstrated skill in drafting written communications for a variety of audiences, including senior management, internal staff, and external stakeholders
• You have experience coordinating and hosting meetings regarding business analysis, and project development and implementation
• You have the ability to manage and develop effective relationships across business units and with external stakeholders
• You can act as the key liaison with I&IT to discuss, and provide advice and guidance on, business requirements, user acceptance testing, and deployment
