We seek Senior Policy Advisors to join the Transit Oriented Communities (TOC) Policy and Delivery Branch to support the delivery of the Subways and GO Transit and Light Rail Transit (LRT) TOC programs. As a Senior Policy Advisor, you will play a key role in the development of policies, execution of project deliverables and implementation of activities related to the development of TOCs and associated initiatives. Working in collaboration with Infrastructure Ontario, Metrolinx, partner ministries and key stakeholders, you will contribute to the delivery of the government's vision for transit-oriented communities.

What can I expect to do in this role?

• Undertake all aspects of policy and program development and evaluation, including research and analysis of trends and directions, issue identification and management, stakeholder consultations, impact analysis, development of options and recommendations, and preparation of any legislative documentation.
• Plan, lead and coordinates studies, research, analysis, and projects related to the implementation of the TOC programs of the ministry's inter-regional transportation infrastructure. Develop planning strategies, concepts and approaches, infrastructure funding and policy reports, discussion papers and Cabinet submissions.
• Assess strategic challenges to the sustainability and ensure the ministry is positioned to react to these challenges.
• Develop and maintain relationships with other stakeholders to identify emerging trends in delivering TOC of inter-regional transportation infrastructure
• Advise on transportation infrastructure policy issues, discuss and seek consensus on funding and policy options, and assess the implications and impact of policy options on inter-regional transportation.
• Provide policy and program development advice to senior management and staff through reports, presentations and briefings, assess policies for economic and political implications, and recommend options to support management decision making.
• Serve as ministry representative on multi-jurisdictional committees, advisory groups and working groups, ensuring accurate reflection and presentation of ministry position.

How do I qualify?

Business knowledge & skills

• You have knowledge of economic theories, infrastructure theory, principles and practices, policy planning and development processes, and you understand strategic directions
• You are aware of the municipal structure, the private development sector, and you can anticipate emerging issues and trends.
• You can determine economic, social, environmental impacts and you can assess funding requests
• You can do research, economic and statistical analysis, have knowledge of computer modeling methods and techniques to gather and conduct complex statistical analysis and develop funding formulas, criteria and business models

Project Management:

• You can lead projects from initial concept through completion within specific timelines.
• You can provide project leadership to support the direction of the Ministry.

Stakeholder Consultation and Liaison

• You have consultation skills to identify areas of concern and discuss and resolve problems with officials and partner ministries.
• You can partner with and build consensus to develop effective linkages with multi-jurisdictional stakeholders in the provincial, federal and municipal governments, the academic community and the private transportation sector.

Communication & Presentation Skills

• You possess oral and written communication skills to provide expert advice, explain/discuss policies and directions with wide variety of contacts including senior management
• You can prepare reports, recommendations, presentations and briefings on policy issues and concerns
• You can represent the ministry on various committees, advisory groups, and task forces
