The Workplace Safety and Insurance Appeals Tribunal (WSIAT) is seeking a highly motivated and accomplished Emergency Management and Security Business Partner to provide leadership and expertise in the planning, coordination and implementation of the Tribunal's emergency management program (EMP) which includes emergency response plans, continuity of business operations plans, hazard identification, security management and emergency management training.

As the Emergency Management and Security Business Partner, you will lead the coordination of the Tribunal's response to emergencies; provide strategic advice, expertise, policy/program recommendations and issue management strategies to Tribunal senior leadership related to emergency management, planning, response and related policy and program development. This position reports directly to the Manager, Administration.

The salary is $76,382 - $122,555 per year.

What can I expect to do in this role?

In this exciting role, you will:

Program and Policy Development:
• Plans, coordinates and implements the development of the Tribunal's EMP, including emergency response plans/capabilities, continuity of operations plans, hazard identification, risk assessments and mitigation, and business recovery plans through consultation and collaboration with Tribunal business/program area management and staff.
• Leads the research, analysis, and assessment of current trends, business process solutions, and industry best practices in emergency planning and management to ensure continuous improvement in emergency management expertise and business leadership to client program areas and to strengthen emergency planning and response across the Tribunal.
• Develops briefing notes, research papers, policies and procedures to inform senior leadership, Tribunal management and staff and stakeholders of emergency situations, the Tribunal's response and identified issues and issues management solutions.
• Facilitates business continuity planning and program development by advising, developing, maintaining and implementing business unit specific and/or overall Tribunal business continuity plans and associated policies and procedures.
• Plans and implements the review and evaluation of the business continuity plan, program policies, directions and guidelines on an annual basis; ensures any deficiencies are addressed and implemented.
• Designs and maintains incident management and reporting protocols.
• Leads and coordinates the planning and delivery of communication activities in support of the Tribunal's EMP including publications, training materials, and the emergency management intranet website.
• Leads the development and delivery of training products and/or presentations on emergency management policies, directives and processes to advise and support Tribunal management and staff to carry out emergency management responsibilities and to respond to emergencies efficiently and effectively.
• Delivers/arranges for training of Tribunal staff in compliance with legislative and procedural requirements.

Emergency Response/Program Management:
• Coordinates the Tribunal's response to an actual or perceived emergency, ensuring the efficient and reliable operation of emergency preparedness and response systems/software. Provides emergency management expertise, advice and administrative support to executive and senior management; provides advice as to the status of business continuity emergencies and responds to calls for advice and assistance from internal and external stakeholders.
• Designs, develops and conducts the Tribunal's annual emergency management business exercises; assesses performance to identify shortfalls and recommends improvements, and ensures that improvements are implemented.
• Facilitates conference calls/meetings in emergency situations involving internal and external stakeholders to ensure an adequate and coordinated emergency response, including identifying clear roles and responsibilities, communicating situational awareness and key messages, and representing the Tribunal with external organizations.
• Develops clear, concise and accurate briefing materials (e.g., situation reports, verbal briefings, slide decks) to inform senior management and stakeholders of emergency situations, the Tribunal's response, and identified issues and issues management solutions.

Security:
• Manages activities of the contracted security guards to ensure the security and safety of the organization's employees, visitors, equipment and property.
• Investigates and responds to security incidents and disruptive behaviour (abusive behaviour, threats, criminal harassment or violence) directed at WSIAT staff, as per applicable policies and protocols, including conducting proactive security risk assessments for Scheduling and the Chair, when security issues are identified with a client.
• Oversees all security operations including the security centres ((Toronto and Hamilton), access control and closed-circuit television cameras (as applicable), key and lock functions, ID badge administration for employees, contractors and visitors (in cooperation with Administration) and all other operational security related functions to ensure that the staff, OICs and all assets of the WSIAT are safe and secure.

Advice and Consultation:
• Consults with Tribunal client management/business units to identify emergency management priorities/requirements and develops, maintains and implements emergency management and business continuity plans to ensure the Tribunal can respond quickly and effectively to any emergency.
• Acts as key contact on the status and quality of the Tribunal's EMP, advises executive and senior management of planning issues, gaps, risks, policy directions and trends.
• Researches, develops and delivers presentations, briefings and ongoing status updates to executive and senior management on the development and maintenance of the EMP, contentious emergency management issues and requirements and makes recommendations to inform executive and senior management decision-making.
• Provides advisory services to program areas in the development, revision and/or evaluation of emergency, recovery and business continuity management strategies; recommends changes and proposes updates, enhancements and timelines for senior leadership discussion.
• Researches and assesses costs associated with emergency response/recovery, implementation planning and delivery.
• Leads/participates in Tribunal special projects, task forces, committees, and working groups on emergency management and planning.


Project Management:
• Leads the planning, development and delivery of Tribunal emergency management research, program and policy development projects.
• Determines project parameters, objectives and terms of reference; plans and prepares scope of work, project budgets and phases. Prepares business cases and required documentation to obtain approvals needed for project implementation.
• Contributes to the preparation, review and evaluation of RFT/RFP/RFIs, including participating in the selection of consultants, contractors, products, and ensuring compliance with Tribunal and government policies. Oversees and monitors the work of 3rd party service providers and consultants/contractors.
• Supports other Administration unit activities, as required.

How do I qualify?

Mandatory

• Experience working in a dedicated security and safety function.
• A preferred (but not mandatory) qualification is the Disaster Recovery Institute (DRI) Certified Business Continuity Professional (CBCP) designation or equivalent, and the American Society of Industrial Security (ASIS) Certified Protection Professional (CPP) designation or equivalent.

Knowledge, Skills and Abilities:

Knowledge
• Emergency planning/management principles, practices and methods including mitigation, prevention, preparedness, threat/risk assessment, and response/recovery, and relevant legislation to lead the research and development of the Tribunal's EMP program and plans required by legislation, and related policies, standards, tools/systems and communication strategies/products, and to provide strategic authoritative advisory services to Tribunal management.
• Project management principles and methods to lead the planning and delivery of policy development projects, establish terms of reference, scope, budget requirements, objectives, roles, responsibilities, and critical time paths, and provide technical leadership to office project teams.
• Research and environmental scanning methods to lead/conduct research and analysis activities related to current emergency management trends and developments.
• Policy development principles, methods and government processes to lead the development and implementation of emergency management and planning policies, procedures and processes.
• Political acuity and strategic thinking skills to understand the political impacts for the Tribunal on emergency management issues and program/policy recommendations, and to lead, ensure and provide effective strategic policy advice to management.
• Stakeholder management and consultation skills to develop and maintain a network of internal and external stakeholder relationships.
• Procurement and contract management methods and government/ministry procurement policies and procedures to procure contract resources and to lead emergency management policy projects.


Analytical Thinking:
• Leads the research, analysis, and assessment of current trends, business process solutions, and industry best practices in emergency planning and management to ensure continuous improvement in emergency management expertise and business leadership to client program areas and strengthens emergency planning and response across the Tribunal.
• Exercises political acuity and strategic thinking skills to understand the political impacts for the Tribunal on emergency management issues and program/policy recommendations and provides effective strategic policy advice to management.

• Provides leadership/project management, technical direction, training and guidance to the planning and delivery of emergency management research and program/policy development projects/initiatives.
• Provides strategic/technical expertise and advice to Tribunal executive and senior leadership, as well as WSIAT managers/staff on emergency management and planning opportunities, policy, programs and issues solutions.
• Leads and coordinates the Tribunal's actions in response to emergency situations.
• Oversees, provides direction and monitors the work of 3rd party service providers and consultants/contractors (e.g. contracted security guards); provides project direction and manages contract services.

Interpersonal/Communication:
• Consultation skills to lead Tribunal consultations related to emergency planning, management and response with the Administration Team, Tribunal Senior Management Team (SMT) and/or designates, , business units, staff and related stakeholders.
• Presentation and advisory skills, and tact, diplomacy and judgement to: provide authoritative expertise and advice to the Tribunal's SMT related to the Tribunal's strategic emergency management plans, issues and opportunities; present program and policy positions and recommendations.
• Written communication skills to prepare briefing materials, reports, slide decks, training documents and materials.
• Verbal communication, presentation and consultation skills to provide authoritative advice, expertise and recommendations to clients and management on emergency management and planning policy, and to represent the Tribunal on consultations and committees.
• Written communication skills to prepare project plans/reports, policy options/recommendations, briefing documents, and executive correspondence.
• Computer skills and capability with word processing, project management, spreadsheet (i.e. Excel) and presentation software to conduct research, and prepare materials/reports, presentations, correspondence and project plans/reports.
