The Ontario Public Service (OPS) is seeking strategic leaders to join the organization as a Controller/Senior Manager, Controllership.

This current opportunity is with the Ministry of Energy and is located in Toronto at 77 Grenville Street.

This competition is intended to strengthen our organization's Controller talent bench across the OPS and will be used to fill various future permanent and temporary vacancies within and outside the GTA including Peterborough, Sudbury, St Catharines, Guelph, and Orillia.

Deliver on Business Goals and Priorities

Your leadership will be crucial in guiding the team towards the achievement of its business goals. It will be your responsibility to inspire and motivate your team to deliver their best performance and align the team's daily actions with the strategic vision of the ministry.

As the Controller/Senior Manager, Controllership, you will:

• establish the ministry financial controllership and accountability framework.
• manage and lead ministry corporate accounting, financial analysis, risk and audit management, and financial reporting operations.
• provide strategic advice to ministry staff and senior executives on government accounting policies, procurement, and financial control in the delivery of the ministry's programs, services and financial objectives.
• provide ministry-wide direction, leadership, and quality assurance in the development, communication, implementation, and management of financial controllership and reporting mechanisms as well as other corporate responsibilities as required (eg., emergency management)
• develop, build, and maintain strategic relationships with partners across the ministry, organization, government agencies and broader public sector.
• lead and manage a high-performing team through coaching, fostering innovation, and building capacity.
• demonstrate the leadership behaviours, attributes and mindset for leaders, across the organization, to lead the OPS into the future and deliver our vision.

How do I qualify?

Mandatory

This position requires an accounting designation: CPA (Chartered Professional Accountant) or CPFA (Canadian Public Finance Accreditation).

Strategic Leadership Skills:

• You have the leadership experience and ability to inspire, engage, motivate, develop, and mentor staff to deliver.
• You demonstrate a strong commitment to and promote a culture of equity, reconciliation, accessibility, inclusion, and anti-racism.
• You can establish priorities, identify critical issues, recommend options, and meet tight deadlines.
• You have excellent judgement and tact to handle highly visible, complex, and politically sensitive issues.

Technical Expertise and Specialized Knowledge

• You have knowledge of Generally Accepted Accounting Principles (GAAP).
• You have experience practicing and applying modern controllership principles, financial management and reporting, and business and financial audit principles and processes.
• You have knowledge of business structures and practices in trust accounting, pension accounting, financial management, and investment and auditing.
• You have knowledge of financial reporting processes and requirements.
• You can provide analysis, solutions, and recommendations to manage risk, optimize financial management, and maximize compliance.

Communication and Relationship Management Skills

• You can bring people from diverse backgrounds and organizations together to foster positive interactions and collaboration.
• You can build and maintain trust-based relationships with a multitude of partners, clients, and staff.
• You have demonstrated communication skills (including presentation and briefing skills) to inform senior executives and staff on complex financial and controllership requirements.
• You have experience identifying, resolving, and clearly communicating strategic options to proactively support multiple clients and objectives.
