The Ministry of Transportation is seeking two (2) individuals who will lead the activities of consultants, contractors and technical supervisory staff engaged in the construction and maintenance of transportation corridors, structures and related services within the boundaries of the North Eastern Region.

Lead the charge in developing integrated, multimodal transportation solutions that prioritize safety, accessibility, and inclusivity!

About Us:

The Transportation Infrastructure Management Division is responsible for the delivery of the design and construction program of the provincial highway system including the administration of construction contracts as well as providing quality assurance while supporting our maintenance and operations office.

Please note: The salary range for this position is under review. Changes to the current salary range, will be retroactive to January 1, 2023.

You will contribute to the achievement of team goals by:

• Managing a number of construction contracts
• Leading activities of consultants, contractors and technical supervisory staff engaged in construction and maintenance of highways structures and services
• Ensuring material and staff resources are utilized efficiently
• Providing technical and managerial guidance and advice to resolve engineering, construction and maintenance issues
• Representing the ministry at committee meetings, contractor meetings, and consultant meetings
• Carrying out special projects and assignments related to Capital Program Delivery Office activities

How do I qualify?

Mandatory:

• You are a Professional Engineer, licensed with the Association of Professional Engineers Ontario (PEO).
• You hold a valid class G Driver's License or equivalent recognized in Ontario
• You are able and willing to travel frequently across Northeatern Ontario, to locations not accessible by public transit.

Leadership Experience:

• Proven leadership and managerial skills to effectively supervise and develop professional, technical and support staff and resolve personnel problems and staff relations issues.
• Demonstrated negotiation skills and can provide contracts engineering guidance to resolve disputes with consultants and contractors.
• Demonstrated ability to identify and provide direction in the resolution of complex and contentious issues.
• Passion for developing and leading organizational capacity through inclusive, positive, and values based leadership in areas of organizational design, recruitment, talent and performance management and labour relations.
• Responsible for the overall compliance with legislative statutes, collective agreements, government and ministry policies, directives, guidelines and commitments related services.
• Sound judgement and political acuity skills to provide authoritative advice and guidance to senior management.

Technical Expertise:

• Advanced knowledge of civil engineering theories, principles and practices related to construction, and maintenance of highway facilities.
• Experience in the design, maintenance and construction of transportation corridors and structures.
• Knowledge of administrative and engineering policies, procedures and standards governing construction, maintenance, and contract administration.
• Strong analytical skills to assess recommendations for technical adequacy and consistency with government policies.
• Initiative, problem solving skills, and sound judgement to assess and solve complex engineering problems

Financial and Project Management Skills:

• Thorough knowledge of Ministry policies, directives and standards governing administrative and financial procedures and processes, specifically related to monitoring construction contracts and operations expenditures and invoicing and to negotiate payments.
• Ability to work under pressure to meet deadlines and to make decisions independently with minimal supervision.
• Proven ability to negotiate financial commitments with consultants and contractors.
• Well-developed organizational, management and interpersonal skills to supervise a diverse construction and maintenance staff and represent the Ministry in a geographic area with respect to construction matters.

Communication and Relationship Management Skills:

• Superior communication skills to deal with ministry staff, contractors, utility companies, consultants, municipal officials, other agencies and the public and maintain sound effective stakeholder relationships.
• Provide contract engineering guidance and resolve disputes with consultants and contractors.
• Demonstrated ability to identify and provide direction in the resolution of complex and contentious issues with tact and diplomacy.
• Strong written communication skills to oversee the preparation of project reports and recommendations, briefing documents, and executive correspondence on operational issues, and lead presentations and briefs to senior management.
