The Information and Privacy Commissioner of Ontario is an administrative tribunal responsible for the Freedom of Information and Protection of Privacy Act (FIPPA), the Municipal Freedom of Information and Protection of Privacy Act (MFIPPA), the Personal Health Information Protection Act (PHIPA) and the Child, Youth and Family Services Act (CYFSA).

We have an exciting opportunity to lead our Human Resources team in our Corporate Services Division. The Human Resources team plays a critical role within the IPC in developing strategies, promoting policies, practices and programs conducive to creating a modern and innovative workforce and an equitable and inclusive environment for employees.

What can I expect to do in this role?

As Manager, Human Resources, you will:
  • Lead the HR team in providing strategic and practical HR services, including organizational design and workforce planning, employee and labour relations, recruitment and staffing, compensation and benefits, health, safety, and wellness initiatives, through the development and administration of HR best practices, policies and programs.
  • Participate in the annual strategic planning processes including the assessment of human capital needs and development of the human resources plan.
  • Promote and maintain effective business partnerships with key stakeholders including IPC management, bargaining/union representatives, Legislative Assembly of Ontario, external service providers and clients in order to understand and effectively align human resources solutions with business requirements.
  • Ensure payroll, benefit and pension documents are processed in an accurate/timely manner to the Legislative Assembly of Ontario.
  • Develop and implement effective and innovative approaches to recruitment strategies and talent sourcing.
  • Lead the annual employee performance management and merit increase cycles.
  • Ensure that organizational policies and principles are regularly updated and reflected in training and organization development strategies and programs.
  • Provide strategic advice and recommendations on management and staff development and training plans.
  • Conduct investigations to resolve employee relations issues, and ensuring positive relations are maintained.
  • Through effective change management best practices, develop and implement communication strategies; design, customize and deliver staff development programs.


How do I qualify?

You will qualify for this position by demonstrating:

1. Education and Experience
  • Post-secondary education in a discipline pertinent to the position combined with relevant professional experience and affiliations, or equivalent combination of education and experience.
  • Comprehensive knowledge of established theories, principles, and practice of human resources management.
  • Demonstrated knowledge and understanding of strategic HR management issues and human capital initiatives and their impact on organizational performance and business effectiveness.
  • Knowledge and demonstrated experience in change management, supporting organizational change and development initiatives, including organizational design, culture change, and strategic labour relations.
  • Ability to interpret and apply human resources policies, collective agreements, and related legislation.


2. Management Experience
  • Demonstrated managerial skills, supervising a team of HR staff.
  • Strong change and project management skills, to oversee and coordinate various initiatives, projects, activities, and services and to manage issues.


3. Analytical, Problem-Solving and Organizational Skills
  • Strong analytical skills to understand and assess the IPC's operations and needs in order to recommend the most appropriate human resources actions and solutions.
  • Effective research, analytical and problem-solving skills to investigate and assess human resources issues, and to interpret and apply legislation, collective agreements, policies, and procedures.
  • Exceptional mathematical and problem-solving skills to investigate compensation, payroll, attendance, and benefit issues.
  • Ability to deal with competing priorities in a fast-paced environment.


4. Interpersonal and Communication Skills:
  • Solid interpersonal, consultative and relationship management skills in order to build and maintain positive working relationships with management, staff, and bargaining/union representatives.
  • Exercised political acuity to recognize and take into account sensitive situations and develop appropriate responses for stakeholders.
  • Excellent verbal and written communication skills to prepare and present a variety of reports, proposals, briefing materials, and presentations.
  • Strong dispute resolution skills including negotiation, mediation and facilitation skills.


Asset Qualifications

  • Certified Human Resources Professional or Leader (CHRP or CHRL) designation would be an asset.
  • Knowledge of and experience in human resources within the public / broader public sector shall be considered an asset.
  • Having the ability to communicate (orally and in writing) in French is an asset.
