Are you an experienced data developer, data modeller, or data administrator who wants to improve the strategic use of data in the Ontario Public Service (OPS) in a fast-paced environment? Want to help us develop our cloud environment and migrate data and processes to it?

The Data Strategy and Solutions Platform Branch, Ministry of Children, Community and Social Services, is looking for highly skilled individuals to help implement the ministry's business intelligence and data analytics priorities.

You will be joining a dynamic, multi-disciplinary team that is building sophisticated data models and leading-edge reporting tools, within its own data warehouse environment, to support data-driven decision-making across the ministry.

About the job

In this role, you will:
• Lead data modelling and development activities that support strategic initiatives and priority analytics projects across the ministry
• Participate in delivery of projects and analytics to enable evidence-based decision-making, while supporting efforts to enhance and maintain the current infrastructure and suite of applications (including Microsoft SQL Services, Microsoft Azure, Power Automate, Power BI, CI/CD, and DevOps), and advise on project feasibility, timelines, effort estimates, and dependencies
• Support and secure client access to data using metadata management tools, Databricks, Microsoft's Azure platform
• Work with data users across the ministry to define, evaluate and recommend data solutions via analytics requirements
• Develop critical stakeholder relationships with other ministries and Children, Youth and Social Services I&IT Cluster (CYSSC) areas, liaise with other ministries, central agencies and other governments to support broader data management activities

What you bring to the team

Information Technology Knowledge

• You have extensive knowledge of business intelligence and reporting development using cloud-based services, delta lake and lakehouse concepts.
• You have experience with Microsoft SQL Server (2017-2019) technology and other relational database systems such as Oracle 11g/12c/19c.
• You have strong SQL scripting skills, and knowledge of stored procedures, queries, and performance optimization.
• You have hands-on Python programming experience, using PySpark and other large-scale data processing libraries.
• You have extensive Extract, Transform and Load (ETL) experience, using tools such as Azure Data Factory, Databricks, SQL Server Integration Services (SSIS).
• You have familiarity with PowerBI semantic models and data access modes.
• You have experience using and configuring Azure platform tools such as Data Factory, Databricks, data connections using self-hosted integration runtime.
• You are able to work with, and analyze, large datasets containing millions of data points and optimize access to relational and non-relational data sources.
• You have hands-on dimensional data modelling experience, using design tools such as Power Designer, and can translate data requirements into conceptual, logical, and physical design
• You can present data process architecture and solution designs, demonstrating pros and cons for alternative options and making recommendations
• You have good knowledge of industry standards and best practices and their applicability to analytics projects.

Business Analysis Knowledge

• You can write and interpret business requirements, design documents and understand specifications, data models, and design of enterprise systems and data sources.
• You have knowledge of DevOps tools for source code control, system change management, team-based development, agile development methods and tools, database scripting, automated code builds, and automated deployment.
• You know systems analysis and design concepts, networks, architecture design, infrastructure, and data modelling and database management, and application development.
• You understand current and emerging technology solutions and industry trends for application development and maintenance, cloud-based systems, networks, communications and inter-connectivity.

Communication, Advisory and Presentation Skills

• You demonstrate strong oral and written communication skills to advise clients and management on general and specific technology products, and prepare submissions and planning documents, reports, briefing materials and correspondence.
• You know how to prepare and present information, options and recommendations to a variety of audiences and provide advisory services on IT-related issues.
• You demonstrate tact and diplomacy to resolve conflict.

Project Management Skills

• You have project management skills that include strategic and tactical project planning, resource and budget scheduling and risk management.
• You have knowledge of IT project management policies and procedures, budgeting and financial administration to lead concurrent large-scale projects.
• You can acquire and apply government procurement, tendering, purchasing and contract administration policies/guidelines, and legislation governing I&IT, access, security, privacy and client business activities to ensure compliance with requirements.
