The Education Quality and Accountability Office (EQAO) is an arms-length government agency focused on modernizing Ontario's approach to large-scale assessment. This transformation is part of an exciting mandate to contribute to the continuous improvement of Ontario's publicly funded education system. The agency is dedicated to building a strong team to support the development and delivery of its assessment program. EQAO is seeking an experienced Business Intelligence (BI) Specialist to lead and provide technical BI, data warehousing web portal management, report writing expertise to support data and information management systems, lead user aspects of the technical design, development, testing and implementation of information management systems, manage relationship with I and IT service providers and BI systems users and provide user-focused BI systems development, business analysis and systems consulting expertise to senior management, internal users and external stakeholders.

About the job

As a Business Intelligence (BI) Specialist, you will:
• Lead the design, development, testing, and implementation of BI systems and data warehouses.
• Manage relationships with IT service providers and users to ensure efficient system operations.
• Translate user requirements into technical specifications and oversee BI application development and deployment.
• Develop and implement BI processes, policies, and provide user training and support.
• Analyze business processes, identify BI needs, and develop recommendations and solutions.

What you bring to the team


Technical Skills:

• Lead and provide senior-level BI expertise and leadership in the design, development, testing, and implementation of large-scale BI systems and data warehouse projects.
• Translate user requirements into technical specifications and manage all user aspects of BI systems, ensuring solutions meet business objectives.
• Oversee the development and implementation of web reporting portals, integrating data warehouses, and ensuring compliance with quality assurance standards.
• Develop and implement BI processes, procedures, and policies, including user training and support materials.

Technical Knowledge:

• Extensive knowledge of contemporary BI concepts, principles, best practices, and standards.
• Proficient in BI-related IT platforms and technologies such as PowerBI, DAX, tabular models, and web-based portal applications using Microsoft Power Platform.
• Understanding of ETL processes and tools, relational and dimensional database concepts, cloud based data structures and un-structured data tools.
• In-depth knowledge of the SDLC demonstrating good understanding of processes within each of the stages of requirements gathering, design, development, testing, implementation, and maintenance as well as systems documentation methodologies for each stage.

Analytical and Problem-Solving Skills:

• Identify, analyze, and evaluate diverse BI data sources, information, and reporting needs to develop authoritative recommendations and solutions.
• Assess feasibility of business requirements by streamlining, explore and recommend BI options, help structure concise requirements and standards, and translate them into technical specifications.
• Develop BI quality assurance policies and procedures and evaluate their effectiveness.
• Analyze business processes, recommend improvements, and manage responses to atypical reporting requests to present viable solutions.

Communication and Interpersonal Skills:

• Influence, negotiate, and build consensus with stakeholders on BI data, information, and reporting needs.
• Develop effective relationships with team members, service providers and end users, using diplomacy and persuasiveness with clear understand of roles and responsibilities
• Present reports, mock-ups, recommendations, and conduct training sessions for diverse audiences.
• Prepare comprehensive documentation, including business processes, user guides, and training materials, and lead user training seminars.
Collaborate with team members and stakeholders effectively handling priorities while respecting the roles and responsibilities.
