We are seeking a dynamic and experienced professional to coordinate and lead the development, implementation, and evaluation of adoption and change management strategies and plans across the Ontario Public Service (OPS). This role is pivotal in driving enterprise-wide organizational change initiatives and ensuring their successful adoption.

About the job

In this role, you will:
• Lead the development of frameworks and tactics that influence best practice and culture change across the Ontario Public Service Agencies, vendors and the Broader Public Sector to drive the implementation of an integrated public sector supply chain that minimizes employee and key stakeholder resistance;
• Design, develop, and implement communications strategies and engagement plans that help clients/users to navigate and understand the significant business process changes that will transform the province's procurement system, policies and practices;
• Develop actionable deliverables for change management levers including: communications plan, sponsor roadmap, coaching plan, training plan, and resistance management plan utilizing Lean Six Sigma methodologies;
• Lead the effective design, development and implementation engagement tools for information-sharing (e.g., websites, presentations, workshops, emails, newsletters, training, etc.);
• Provide coaching and mentoring to project colleagues to ensure consistent messaging to promote changes to programs, processes, policies and best practices in procurement;
• Provide team leadership to assigned project staff, including determining priorities, assigning work, monitoring work quality/progress, and providing technical guidance and solutions;
• Lead consultations, focus groups, workshops and training, presentations and meetings with staff and executives to drive faster adoption of change, improved system utilization and greater proficiency of the changes to ensure minimal business disruptions.

What you bring to the team


Change Management and Strategic Communication Expertise

• You will require negotiation, leadership, persuasion, and influencing skills to engage various business stakeholders, explain change strategies, and convince stakeholders to accept the change strategy.
• You will utilize principles, theories, concepts, practices, and techniques of strategic communications to lead the planning, development, and implementation of communication strategies and engagement solutions.
• You will apply project management methodologies to plan and manage all phases of the change management strategy (Lean Six Sigma methodologies, DMAIC (Define, Measure, Analyze, Improve, Control),

Interpersonal and Influencing Skills

• You can build rapport and credibility as an agent of change and establish a trusted advisor/partner relationship across the public sector
• You can engage various business stakeholders, provide explanations for change strategies and convince stakeholders who may have opposing procurement needs, unique issues, and objectives to agree on accepting the change strategy
• You can provide advice and guidance at the project start-up phase on appropriate change management approaches to drive faster adoption

Analyzing and Problem Solving Skills

• You can identify issues and opportunities to improve or develop new strategies and change management approaches based on organizational readiness assessments, challenges and risks
• You can identify, assess and prioritize risks forming part of change activities and provide recommendations, solutions and/or approaches to ensure successful acceptance of changes
• You can apply change methodologies and principles, types and stages of change management and develop an approach to suit culture and complexity across the public sector

Decision Making and Responsibility

• You can facilitate and help clients and users navigate, understand the use and accept significant business process changes that will transform the province's procurement system, policies and practices
• You can conduct key stakeholder analysis to increase support and assess interest and position relating to the implementation of supply chain centralization
• You can identify resistance and working to develop and implement corrective actions plans

Computer Skills

• You know and can use standard desktop computer applications (e.g. word processing, spreadsheet and presentations, project management software)
• You can create analytical reports, stakeholder communication material, presentation and briefing material and correspondence
