The Education Quality and Accountability Office (EQAO) is an arm's length government agency of the Ministry of Education in Ontario. EQAO is modernizing Ontario's approach to large-scale assessment. This transformation is part of an exciting mandate to contribute to the continuous improvement of Ontario's publicly funded education system. The agency creates and delivers engaging and relevant online curriculum-based large-scale assessments for students that lead to further insights into their learning.

About the job

As part of our team, you will:

• provide expert technical leadership in the design, development, implementation, configuration, operation, maintenance and enhancement of EQAO's application infrastructure
• champion industry and OPS standards and best practices and apply modern methodologies and techniques to provide technical leadership for cloud technologies and Windows Operating System to support EQAO users and applications
• execute Waterfall, Agile, and hybrid methodologies for large-scale business systems
• provide leadership and guidance to agency program areas, vendors, ministry and technical team
• provide supervision of both team activities and vendors' performance to ensure project requirements and standards are satisfied

What you bring to the team

Technical skills

You have expertise in:
• Developing secure n-tier applications using .NET Framework and .NET Core, and supporting, deploying, configuring, and tuning the applications.
• Managing identity and access, including Azure Entra ID and Active Directory Federation Service (ADFS).
• Configuring and managing Windows Operating Systems and cloud technologies, including maintenance, security performance tuning, and troubleshooting.
• Microsoft technologies: Microsoft 365, Azure DevOps, Azure Data Factory, Azure Data Lake, PowerAutomate, SharePoint Online, PowerShell scripting, etc.
• Managing SQL servers in high-availability environments, and performing admin tasks. Familiar with extract, transform, and load (ETL), SQL Server Reporting Services (SSRS), and SQL Server Analysis Services (SSAS).
• Understanding the Systems Development Life Cycle (SDLC) and related methodologies.
• Developing and implementing standards, processes, and best practices for code/release management.

Analytical, research and problem-solving skills

You are skilled in:
• Identifying and resolving technical issues.
• Assessing the quality of deliverables and ensuring effective problem resolution.
• Developing business cases, project costs, and leading the creation of proposals and change requests.
• Addressing business requirements, project direction, solution design, new technologies, and corporate changes.

Project management and leadership skills

You are a strategic leader who:
• Ensures compliance with procurement, contracts, and budgeting.
• Guides and mentors project teams, setting priorities and resolving issues.
• Manages multiple projects, developing plans and schedules to meet organizational goals.
• Coordinates technical project delivery with partners and vendors.

Communication and interpersonal skills

You are a clear communicator who:
• Collaborates with subject matter experts and staff to discuss project details and solve problems.
• Prepares and presents technical recommendations to colleagues and management.
• Instructs team members and external service providers.
• Leads meetings and discussions using clear, non-technical terms.
• Negotiates with service providers to ensure the completion of all deliverables.
