Bring your managerial and leadership skills to this role where you will provide direction regarding transportation and infrastructure requirements in the North and in the delivery of a transportation and infrastructure programs including the Northern Highways Program.

What can I expect to do in this role?

Leading a team of professional staff engaged in the delivery of diverse transportation and infrastructure programs and providing oversight to agencies of the ministry including the Owen Sound Transportation Company, you will:

• Manage the development, delivery, implementation and evaluation of transportation and infrastructure programs such as the Northern Highways Program, Winter Roads Program, and the Local Roads Program.
• Identify, provide analysis, and develop strategies on complex and specialized transportation and infrastructure issues consistent with the government/ministry's priorities.
• Lead, manage, and provide direction to a team of professional, program management staff including human resource matters.
• Develop and maintain effective working relationships with Ministry of Transportation and other partner ministries, government agencies, and other private and public sector partners and stakeholders.
• Manage high profile issues and provide advice, recommendations, and information to elected government officials and senior management regarding the Northern Highways Program and other transportation and infrastructure programs.
• Plan, manage and provide strategic direction, leadership, and coordination of the unit's activities in including the management of multi-million dollar operational and capital program budgets.
• Provide oversight and manage working relationship with ministry agencies including the Owen Sound Transportation Company.

How do I qualify?

Mandatory

• Valid Ontario's driver's licence or equivalent as recognized by the province of Ontario to travel to remote locations that are not accessible by public transportation.

Leadership and project management skills:

• You have demonstrated leadership, managerial skills to supervise, guide, develop and direct highly trained professional staff engaged in program activities.
• You have knowledge and ability to apply financial management and budgetary policies and practices to administer operational and capital program budgets.
• You have knowledge of strategic and operational planning processes, policy analysis, issues management and quality service guidelines to effectively deliver complex programs.

Program delivery knowledge and skills:

• You have knowledge of infrastructure and the economic/business climate conditions of Northern Ontario.
• You are able to interpret and apply relevant legislation and acts such as Local Roads Boards Act, Ontario Northland Transportation Act, Highway Transportation Improvement Act, etc.
• You have knowledge of Ontario's political structure, policy development/approval processes.
• You have knowledge of highway program management processes, construction practices and engineering terminology to analyze funding requests for proposed highway plans and projects throughout Northern Ontario.
• You have knowledge of agency accountability and reporting requirements to provide oversight to the agencies and to ensure public interest in protected.

Stakeholder relations skills:

• You are able to engage, nurture and develop effective relations with stakeholders, other ministries, local governments, media, etc. to negotiate partnerships/agreements, discuss issues, and exchange information.
• You have political acuity and proven work experience to manage highly sensitive or contentious issues, resolve problems and mediate disputes.

Consultation and communication skills:

• You have demonstrated communication and negotiation skills to provide advisory services to clients and senior ministry officials on strategies and resolution issues.
• You can prepare and deliver presentations at conferences and meetings and write technical reports and briefing material for the Minister, Deputy and Assistant Deputy Minister's offices.

Technical knowledge and skills:

• You have excellent analytical, conceptual and decision-making skills to oversee research and analysis initiatives, interpret findings, analyze implications and develop strategies.
• You have knowledge of information technology and software such as Word, Outlook, Excel, and PowerPoint to prepare reports, spreadsheets, presentations and correspondence.

NOTE: Position requires occasional overnight travel to client/stakeholder sites.
