The Land and Resources Cluster, Application Maintenance and Operations (AMO) Section has an opportunity for a team-oriented Systems Analyst to conduct systems analysis for the support, maintenance and development of web-based and client/server applications. The AMO Section supports and maintains a diverse portfolio of approximately 260+ custom and commercial off-the-shelf business applications. The Systems Analyst will primarily provide application support services for the Approvals platform for the Ministry of Environment (MOE) and Ministry of Natural Resources (MNR) (otherwise known as Modernization of Approvals at MOE and MNR).

What can I expect to do in this role?

You will:

• assist with developing and/or acquiring information related to the technical components of client applications through all stages of the Systems Development Life Cycle (SDLC)
• assist in the technical planning and coordination of activities, plans and schedules of project teams
• assist with determining specific technical requirements and resources for developing, testing, implementing, supporting and maintaining client applications
• analyze and assess client IT programs and service delivery needs, requirements, goals, objectives and identify priorities
• assist with conducting feasibility studies and cost/benefit analysis for proposed client IT initiatives and provide input in recommending systems development solutions
• provide technical services required to develop, support and maintain applications; analysis, design, and coding, testing and deployment of new, enhanced and remediated systems solutions to include developing systems documentation, systems issue troubleshooting and remedial coding
• train and support clients after implementation of new or modified application systems
• carry out research into the acquisition of software, hardware, technology, systems and products that meet specific client programs/service needs
• assist with evaluating, selecting and acquiring software products, and develop the technical components of software product procurement tenders
• participate in the measurement and improvement of tools, techniques, standards and performance criteria

How do I qualify?

Technical Knowledge:

• you demonstrate knowledge of systems analysis, design and development, the Systems Development Life Cycle, and related methods, techniques, best practices, industry trends and standards (i.e. IBM Rational Unified Process Methodology, Systems Development Life Cycle Zachman Framework (specifically rows 3-5), Rational Software Architect and Oracle Designer)
• your knowledge of I&IT technology (such as server, workstation, n-tier, network and security technologies, operating systems, relational databases, integrated development technologies, automated development and testing tools) enable you to assist with the research, evaluation and selection of related products and services (i.e. WebSphere Application Server, WebSphere Process Server, Microsoft Access, Oracle Database Enterprise Edition, IBM/Rational Products RTC, Requirement Composer, Rational Functional Tester, Rational Performance Tester, HP QuickTest Professional, IBM AppScan Rational Quality Manager, and IBM HTTP and IIS)
• you have knowledge of I&IT standards to provide input into recommendations for systems development solutions and leverage IT solutions and applications
• you have knowledge of programming concepts, languages, and system testing protocols in order to review clients' business requirements and participate in designing, testing and implementing systems solutions, and evaluate and recommend software options (i.e. IBM RAD, Websphere BPM, Java Enterprise Edition, Java, JavaScript, HTML, DHTML, XML and AJAX)

Project Management Knowledge:

• you demonstrate knowledge of project planning methodologies to assist in the technical planning and coordination of project activities, plans, schedules and resources for developing, testing, implementing and maintaining a broad range of client applications

Analytical and Interpretive Skills:

• you are able to assess client I&IT needs and assist in the development of business solutions
• you demonstrate analytical and interpretive reasoning skills to evaluate technical problems such as identifying the nature of and debugging problems encountered in the software usage
• you can translate clients' information requirements into systems specifications and detailed programming requirements, and code and test computer system modules using established programming and systems operating languages

Communication and Interpersonal Skills:

• you can prepare reports on systems options and recommendations, information/systems requirements and technical systems documentation
• you are able to conduct interviews with users/managers, and explain systems options and recommendations
• you can provide training to end users during testing and implementation stages of projects
