Do you want to make a difference in the community? If so, then bring your expertise to the Pembroke office of the Ministry of Training, Colleges and Universities, Eastern Region to help deliver integrated employment and training programs and services to clients accessing the labour market.

What can I expect to do in this role?

In a multi-stakeholder environment, you will:
- administer new and expanded training and employment programs, including evaluation of applications/proposals
- provide program planning support in response to emerging priorities and local labour market conditions and trends, including issues management to pro-actively address contentious issues
- recommend and/or approve and monitor programs and financial support
- promote community employment and training programs
- provide consultation and advice to clients on delivery of programs and services

How do I qualify?

Mandatory requirements:

- proficiency in oral and written French at the advanced level
- frequent travel as required

Customer service skills:

- You have experience providing quality customer service skills in a program delivery environment, and experience in building partnerships.
- You have demonstrated experience in a program delivery environment, and experience evaluating compliance with legislative/program requirements.

Communication and interpersonal skills:

- You have well-developed consultative, presentation, interpersonal, and communication skills, including ability to listen, consolidate information received, and provide sound advice and consistent/timely information to internal and external audiences.
- You have demonstrated experience in managing complex stakeholder relations.
- You have the demonstrated ability to work well with others, build trust and respect, and work well independently and as part of a team.

Contract management and financial expertise:

- You have experience in effective contract management, in developing service agreements, and in financial monitoring techniques and controls.
- You have strong understanding of quality assurance approaches to contract monitoring and compliance.
- You have demonstrated knowledge of budget development/monitoring and forecasting techniques, sound financial practices.

Planning and organizational skills:

- You have strong planning, organizational and priority-setting skills in a changing environment.
- You are able to establish priorities among multiple competing demands.

Analytical, problem-solving and research skills:

- You have strong problem-solving and risk management skills and the ability to work with team members and others to implement solutions.
- You have demonstrated research, analytical, evaluative skills to evaluate projects against legislation/regulatory requirements and service quality standards, and the potential for success.

Program Knowledge:

- You have good knowledge of the range of employment and training programs in place, and of the principles of community development and economic trends.
- You have good knowledge of Provincial and Regional economic climate and trends.

Computer proficiency:

- You have demonstrated computer software skills, including word processing, spreadsheet, presentation and database software skills.
