The Ministry of Finance, Provincial-Local Finance Division, seeks a dynamic leader to provide executive leadership, expertise and direction to a team of professionals in conducting an in-depth review of Ontario's property tax assessment system.

The Director of the Special Purpose Business Property Assessment Review Secretariat will lead the research and analysis needed to support implementation of recommended improvements to the assessment of special purpose business properties as well as Ontario's property tax assessment system overall. A key focus of this work will involve collaboration and consultation with the Municipal Property Assessment Corporation (MPAC), the Assessment Review Board (ARB), municipalities, taxpayers and other key stakeholders.

The Director will support the Assistant Deputy Minister by promoting horizontal coordination within the division, including working closely with Director colleagues, as well as with other central agencies and line ministries.

What can I expect to do in this role?

In this key executive leadership role, you will be responsible for:

• Planning and executing comprehensive stakeholder consultations.
• Leading a team to support policy analysis, modelling and research resulting in the development of a wide range of options and recommendations for improvements to the property assessment system, as well as implementing recommended improvements.
• Directing teams of professionals in conducting research and in-depth analysis of a wide variety of stakeholder input and other data.
• Directing the thorough review of implementation options to determine potential impacts, including risks and opportunities.
• Developing and maintaining a comprehensive project plan to ensure all initiatives are delivered in accordance with set time constraints.
• Ensuring that all relevant factual information, including inter-jurisdictional analysis, is gathered and made available to support the policy development process.

• You have strong knowledge of the ministry's mandate (including familiarity with the functions and responsibilities of the Provincial-Local Finance Division, the Ontario property assessment system, MPAC and the ARB) and the relationships between the Ministry of Finance, other central agencies and line ministries.
• You can demonstrate a thorough understanding of Ontario's tax system, including the property tax assessment system.
• You have sound knowledge of government administrative, financial and budget allocation policies, processes and systems.

Relationship Management/Communications:

• You are experienced at building working relationships with diverse internal and external stakeholders, particularly in an intergovernmental finance context.
• You identify and act on opportunities to engage stakeholders, and ensure the full spectrum of opinions are canvassed and fully explored.
• You have demonstrated results working across divisions, ministries and external organizations to build critical relationships with senior leaders.
• You are skilled at providing advice and briefings regarding issues, negotiations and agreements to senior executives or officials.

Judgement, Tact and Political Acuity:

• You have political acuity to anticipate and respond to politically sensitive situations.
• You have flexibility and resilience to adapt in a changing environment.
• You can identify shifts, trends and opportunities to improve how business is done with internal and external stakeholders.
